Obama Slams GOP's "Do-Nothing Policies"

(AP) President Barack Obama is going after Senate Republicans who have stymied his proposal to create a $30 billion fund to help unfreeze lending for credit-starved small businesses.

His election-year push for additional job measures suffered a fresh setback this past week when the GOP blocked the small-business plan.

The president used his weekly radio and Internet address Saturday to accuse Republicans of "holding America's small businesses hostage to politics." He said the bill has the support of business groups and contains many ideas favored by both parties.

"Understand, a majority of senators support the plan. It's just that the Republican leaders in the Senate won't even allow it to come up for a vote," Mr. Obama said. "That isn't right."

President Obama made clear that it's not only a policy disagreement, but a reason for voters to steer away from Republicans in November's pivotal congressional elections, which will determine whether Democrats keep their majorities in the House and Senate.

"When America is just starting to move forward again, we can't afford the do-nothing policies and partisan maneuvering that will only take us backward," he said.

Senate Republican leader Mitch McConnell of Kentucky would have none of that talk.

He said Democrats have put the bill aside six separate times so they could move on to something else. "So from the beginning this bill clearly wasn't a priority to them - until they realized that they didn't have anything to talk about when they go home in August," McConnell said.

"Nearly every major piece of legislation this Congress has considered has had painful consequences for small businesses. Attempting to create a controversy isn't going to hide that from anyone," he said.

Democrats wanted to pass the bill before Congress left town for summer vacation, but that won't happen with House members already headed home for its August break and the Senate in session for another week before its recess begins.

The proposed fund would be available to community banks with less than $10 billion in assets, to help them increase lending to small businesses. The bill would combine the fund with about $12 billion in tax breaks aimed at small businesses.

Democrats say banks should be able to use the lending fund to leverage up to $300 billion in loans, helping to loosen tight credit markets. Some Republicans, however, likened it to the unpopular bailout of the financial industry.

Congress has extended unemployment benefits for people who have been out of work for long stretches and passed a measure that gives tax breaks to businesses that hire unemployed workers. But many other initiatives stalled, in part because of concerns they would add to the growing national debt.

The vote to end a Republican filibuster on the latest measure was 58-42. Senate Majority Leader Harry Reid, D-Nev., joined all Republicans to vote to continue the filibuster, but only as a procedural step that allows him to call up the bill again.

    • November is going to result in Obama having to sit on his hands for the rest of his term. His policies have been a disaster.

Which disaster are you refering to? Would that be the one where he saved the auto industry? or the one where he gave thousands the abilty to afford a home? or maybe it was the one where he gave millions the abilty to afford health care? or how about when he made pakistan an actual ally in the war on terror? had the taliban on the run? stopped the wholesale torture of pow's? You must be reffering to the disaster that is the right wing dumb shit republican party whose only policy is to stop policy makers from doing their job so they can say "see, we told you that black guy wouldn't be able to get anything done as president"

    • Glad democrats are starting to get a little more feisty. Republicans typically cry the loudest, and the spoiled one usually gets the candy. Unfortunately, you sometimes have to fight fire with fire--at least when it comes to diplomacy. Call a spade a spade.

    • its the 'tax the living shit out of them' policies..its one way to create jobs and on the lighter note..

      http://latimesblogs.latimes.com/lanow/2010/07/los-angeles-city-worker-union-reje...

Los Angeles Mayor Antonio Villaraigosa's first major effort to rein in rising employee healthcare costs ended in tatters Saturday, with most sections of a major union rejecting a proposed contract that would have required them to begin paying for a portion of their insurance.

Three out of four bargaining units within the 4,800-member Engineers and Architects Assn. refused to ratify the agreement, which would have required its members pay 5% of the cost of their monthly premiums, according to preliminary results posted on the union's website.

The defeat followed a campaign by a coalition of six city unions, including the powerful Service Employees International Union Local 721, to torpedo the deal. Those groups called the concessions dangerous and said the proposed contract would have set a precedent for other city workers.

Los Angeles' elected officials have already laid off scores of workers in libraries, parks and other public facilities and are expecting another $320-million budget shortfall next year. City Administrative Officer Miguel Santana, the city's top financial analyst, said more services -- and employees -- will be on the chopping block unless the mayor and council find a way to pare back the cost of benefits.

"Every dollar we save in healthcare and pensions results in fewer layoffs, fewer furloughs and the protection of city services," he said.

Healthcare costs for city employees are expected to jump from $361 million this year to $514 million in 2014, according to city budget figures. Civilian city employees enrolled in Kaiser Permanente currently pay nothing toward their healthcare premiums, officials said.

    • If it ain't the pot talking to the kettle.....

Since Obama isn't going to do the job he was voted in to do, why doesn't he just go back to vacationing and STFU.

    • Has the government finally reached its level of incompetence?
      I seriously doubt it.
      It can get worse.
      It may get worse.
      It probably will get worse.
Cripes...will the arguing and posturing never end?

He wants to make it easier for small businesses to take out loans, not the big ones that are "too big to fail". Also, a lot of the problems we had with loans revolved around the banks being too loose with their loaning practices, and going for balloon loans where interest would quickly catch up to and surpass a persons ability to pay.

    • He has the white House. He has both houses on the Hill yet he blames the other side when nothing is done. He has blamed everybody and everything except his own ineptitude. The thing I find funny is that his own party, supposedly the party of the people, do not listen to the people and what they want. His whining only makes me sick.

    • Ive been saying this for a while now. By abusing the silent filibuster Republicans are hurting this country for political gain. They say "Hey look the Democrats arent passing many bills even though they have majority in the House and Senate" while in reality there are dozens if not hundreds of bills that have passed in the House and are now floating in limbo in the Senate.

Obviously there isnt a filibuster proof senate or it wouldnt be an issue. "Blue Dog" Dems are just Republicans looking to get more votes by calling themselves "Democrats". Also Obama doesnt own the Senate numbnuts.
