In a televised speech to expatriate Iranians, Mr Ahmadinejad said he was ready to hold a debate with the US leader in front of the media.
He said he planned to be in the US for the UN General Assembly next month.
The US has not had direct diplomatic ties with Iran for more than 30 years.
The move comes after fresh sanctions by the international community over Iran's nuclear programme.
The White House has yet to respond to the challenge but has previously declined similar offers.
"We are ready to sit down with Mr Obama face-to-face and put the global issues on the table, man-to-man, freely, and in front of the media and see whose solutions are better. We think this is a better approach," Mr Ahmadinejad said.
The Iranian leader, who maintains that US policy favours its rival, Israel, said that former US President George W Bush had never taken Iran's offer up because he was "scared".
Washington also refused a similar offer last September.
"We are ready to have high level talk based on mutual respect and dignity... but if you think you can brandish a stick so that we accept all that you say, that will not happen," he said, in front of a cheering crowd.
He said that Mr Obama "overly values Zionists" and had missed taking advantage of "historic opportunities" to change relations between the two countries.
Shortly after coming to power, Mr Obama had extended an offer of diplomacy towards Iran, but relations have since deteriorated.
The US and its allies accuse Tehran of seeking to develop nuclear weapons. Iran insists its nuclear programme is solely for peaceful purposes.

Its a possibility if President Barack Obama has a zanax this is the only chance that this will happen anyone agree with with me up me... on this one because I remember the interview with Larry King and the President of Iran says we have two Presidents and Mr King replies you mean Joe Biden and he said no I mean a President that says one thing and another who changes the story.
He is really giving another side to this story that Obama has two personalities this is another guess, me myself I never looked at things this way but he does have away about sliding into and out of question he is good he should be a negotiator for America not the President.

OK, here's my $0.02: this is just an attempt by Ahmadinejad to try to display that his view are credible and worthy of debate. I'm all about reaching peace through talk and compromise but if we look at history and what Ahmadinejad has tried to do to get attention for himself, it's pretty clear that this is just another attempt to get attention and legitimization from the western world. Think about it, he can't loose either way. If Obama says no then Ahmadinejad gets to call him a coward, if he says yes then it legitimizes Ahmadinejad as someone who's views are actually worthy of debate, and judging by his views as a holocaust denier, proponent of a ruthless totalitarian regime that oppresses women, those with different religions and minorities; his views are completely against the values that we hold that it would be wrong to legitimize them.
It seems to me like there is/should be a certain amount of honor and dignity that's required to have an audience or debate with our president, so why grant debate with someone like this? Would we let a murderer have a talk with Obama to try to justify his motivations for his crimes? Or have a KKK leader come have a debate with him over racial issues? Of course not. And the reason is twofold: first is because of who those people are, and that they're not "worthy" (as cheesy as it sounds) of debate/interaction with our president. And secondly because their views are so far from what we as Americans view as decent, civilized and moral behavior that it's not in the best interest of America or cultural progress to do so.

A murderer and a KKK leader have almost no sway in the world, while the leader of a country that the U.S. holds several sanctions against (to the detriment to the country's innocent citizens more than any political leader the U.S. is pretending to target) and is openly demonized in hopes of swaying opinion towards invading Iran, merits some sort of level-handed acknowledgment.
Commentators here have convinced me that the idea of a debate probably isn't the most productive way to improve the status quo (particularly when the Right of this country is so damn illogical, paranoid and loud), but I don't think rejecting a debate is a question of legitimacy. Ahmadinejad isn't some random Third World leader come out of absolutely nowhere, wanting a piece of the Obama pie. He wantsta holla back.

It's like if you've got a kid who's throwing a temper tantrum. Do you indulge their behavior and give them what they want? Of course not. You wait until they stop their destructive behavior, get their act together and are willing to approach the situation on a mature and adult level.
Ahmadinejad has been like a kid throwing a tantrum for years, it's time for him to stop destroying his country, hurting his people, and generally acting like an a$$. Yeah I can agree with you here, though I don't think his reputation can ever be salvaged at this point, regardless if he even has the ability to. And its the Iranian people who suffer most for that, clearly. Perhaps if Obama would state that the Iranian leader would have to prove himself to some degree, it wouldn't be easy for Ahmadinejad to appear ignored and the diplomatic one who's ignored... I don't know. I understand why he is just ignored. But it just perpetuates a status quo that isn't going a good direction.
My opinion has been shifting a lot on this particular topic.. :P

Maybe we should petition Obama and his administration to agree to a public discussion of some kind with him -- I don't think a "debate" is necessarily the best format to facilitate an open dialogue.

Bush made Ahmadinejad an A-lister when he tried to drum up propaganda making Iran seem like a viable threat to the Western world that we should invade next. Ahmadinejad is continually misquoted and misrepresented in the Western world with no real chance at rebuttal, from his clipped quotes about Israel to the misreported killings of two teens that raped a small boy, which was reported in the West as a hanging over their sexuality. I don't think anything you listed is a viable farce, and as much as he runs an oppressive, totalitarian government, it should be viewed in context. If he's really such a non-issue, then the West should treat him as much.

There country has 72 million people, most of which are younger. Many of which do not hold the same beliefs as there leaders.One thing I noticed during the protests was the very modern "westernized" appearance of the protesters. If he can't back anything up, then let him be made a fool in an unedited debate. The only "restraint" Obama has to show is ensuring a show of definitive support for Israel and his corporate ties. Ahmadinejad is, for better or worse (mostly worse) answerable to the Ayatollah.
I think it would be really progressive to have our would-be enemy and the president in the same room, talking it out. I don't see how there could be a bad outcome to this.

Actually, a debate between Ron Paul and Mahmoud Ahmadinejad wouldn't have the comedic merit as the the debate between Ron Paul and Bruno. However, I think that ol' Ron would be more than happy to discuss issues with the guy. After all, Ron believes that diplomacy is a far more effective foreign policy than sanctioning, bombing or bribing countries into doing our bidding.
