Ofsted says children are vulnerable to harm and could not be educated properly because local authorities are unable to track them if they are taken out of education. The article says this could breach the legal obligation for councils who have to make sure children are safe in and out of schools.

"None of 15 councils it surveyed in England was "confident" it knew the whereabouts of every child in its area."-BBC

This story does follow the Governments decision to closed down the ContactPoint database which tracked children's whereabouts and contact details.

"However, he added that the report did highlight some of the good work local authorities had done"-BBC
