Creating over 30 shell companies to continue getting government contracts and deflect attention from the negative publicity it was receiving.A committee led by Senator Carl Levin shows that after creating those companies Blackwater subsidiaries wasted no time in applying for precisely the same kind of contracts it was getting under the Blackwater name.
