That's not a Border Patrol plane. It's an ICE plane. Either way, both agencies have jurisdiction across the entire US. One of their aims is to uphold Federal drug laws. I guess they don't strike gold with every investigative attempt, but in exchange for freedom from tyranny, the US tax payer has to put up with the cost of an investigation that doesn't violate Constitutional rights. Else, the police could just bash in the doors, arrest who they want, seize what they want, and make up what they want in a report. I'd rather spend the extra money to protect my rights and privacy.

Department of Homeland Security encompasses the entire US Coast Guard, US Secret Service, ICE, CBP, and TSA. And those are just a few of the bigger names that fall under the DHS umbrella. DHS also has more than 12 times the employees of NASA.
It's also worth noting that the customs agencies actually make the US some money. (To be fair: IRS does too, but they take it all from the taxpayer.)
