(CNN) -- Former U.S. Surgeon General Joycelyn Elders told CNN Sunday she supports legalizing marijuana.
The trend-setting state of California is voting next month on a ballot initiative to legalize pot, also known as Proposition 19. The measure would legalize recreational use in the state, though federal officials have said they would continue to enforce drug laws in California if the initiative is approved.
"What I think is horrible about all of this, is that we criminalize young people. And we use so many of our excellent resources ... for things that aren't really causing any problems," said Elders. "It's not a toxic substance."
Supporters of California's Prop. 19 say it would raise revenue and cut the cost of enforcement, while opponents point to drug's harmful side-effects.
U.S. Attorney General Eric Holder said in a letter, obtained by CNN Friday, that federal agents would continue to enforce federal marijuana laws and warned Prop. 19, if passed, would be a major stumbling block to federal partnerships between state and local authorities around drug enforcement.
His letter was a response to an August letter from several former directors of the U.S. Drug Enforcement Administration urging the White House to block Prop. 19 if it's approved next month.
Elders stressed the drug is not physically addictive and pointed to the damaging impact of alcohol, which is legal.
"We have the highest number of people in the world being criminalized, many for non-violent crimes related to marijuana," said Elders. "We can use our resources so much better."

I really thought when President Clinton chose Joycelyn Elders to be Surgeon General, it would be a step in the right direction. I knew her views on cannabis. Unfortunately, she made the mistake of talking about masturbation. Masturbation is a taboo subject in America too. Doesn't matter if it makes sense, some things are not allowed to be said 'out loud'.Cannabis should be legalized and masturbation could lessen teen pregnancy. One can't really get pregnant from one's finger.

I agree that the resources can be in a much more positive way. I am a victim of the useless drug war.....but I do have to point out one thing--I was selling marijuana. However, I was only selling for a few months and than I was busted with 5 ounces and I had to go to near 10 court appearances before it was resolved. I live in Minnesota so I was sentenced to 60 days in jail (to serve 39 and on work release) It took countless hours of my counties time as it took 2 YEARS to come to consensus and even than we wanted to put me in jail for an extended period of time. I agree that I was wrong in selling but it was still a complete waste of tax dollars.
More for those who may still think I am a not-so-good person. I was employed with TWO jobs and was in full-time college before, during, after, and still. Arrest happened in October 2008, final sentencing trail was September 2010. I am now serving my time, to get out November 20th.

It is time we get our priorities in order. Marijuana is a drug that can help many people and that is why it is perscribed by doctors. Booz never helped anyone. IWhen booz was illagle, related crime and over indulgence were worse than even now. Human nature is to want the forbiden. And what one does that hurts no one else should be accepted into the mainsteream. As far as the comment obout masterbation, she is correct. In 1994, she was invited to speak at a United Nations conference on AIDS. She was asked whether it would be appropriate to promote masturbation as a means of preventing young people from engaging in riskier forms of sexual activity, and she replied, "I think that it is part of human sexuality, and perhaps it should be taught." This remark caused great controversy and resulted in Elders losing the support of the White House. White House chief of staff Leon Panetta remarked, "There have been too many areas where the President does not agree with her views. This is just one too many."[1] Elders was fired by President Clinton as a result of the controversy in December 1994.
