LONDON (Reuters) - The United States must prosecute former President George W. Bush for torture if his admission in a memoir that he authorized waterboarding holds true, rights group Amnesty International said on Wednesday.
In "Decision Points," published this week, Bush defended his decision to authorize waterboarding, a form of simulated drowning condemned by some as torture.
Bush said the practice was limited to three detainees and led to intelligence breakthroughs that thwarted attacks and saved lives. He told NBC in an interview to publicize the book that his legal adviser had told him it did "not fall within the anti-torture act."
Amnesty International's Senior Director Claudio Cordone said in a statement: "Under international law, anyone involved in torture must be brought to justice, and that does not exclude former President George W. Bush.
"If his admission is substantiated, the U.S.A. has the obligation to prosecute him," he said. "In the absence of a U.S. investigation, other states must step in and carry out such an investigation themselves."
Waterboarding was banned by Bush's successor, President Barack Obama, shortly after he took office in 2009.
Interrogators are now required to follow interrogation guidelines laid out in the U.S. Army Field Manual, which excludes the practice.
Bush wrote that waterboarding was first approved for Abu Zubaydah, an al Qaeda figure arrested in Pakistan in 2002 who was suspected of involvement in a plot to attack Los Angeles International Airport.
When Abu Zubaydah stopped answering questions from the FBI, CIA Director George Tenet told Bush he thought the detainee had more information to offer.
Bush wrote that there were two techniques, which he did not describe, that he felt went too far even though they were legal and he ordered that they not be used. But he approved the use of waterboarding.
"No doubt the procedure was tough, but medical experts assured the CIA that it did no lasting harm," he wrote.

This entire week, I have been struck by the degree of ease with which Busy has made these admissions and the lack of response from the media and those in power to do anything about it. It's sad, but not at all surprising that he can admit to (what amount to) war crimes with no outrage or repercussions. To me, this only highlights the inefficacy of the American system to hold those in high office accountable for their misdeeds.

Torture doesn't work. A person will tell you ANYTHING to escape harm. And I'm really disappointed with the current president for not seeking to prosecute Bush. I'm really disappointed with our government as a whole for not accepting the Universal Declaration of Human Rights in all cases. We shouldn't protect criminals of war crimes, bottom line.

It really bothers me that some religious groups are for protecting life from the time if inception, yet they go out and kill doctors, or go out and join the arm forces so they can kill other people. I think you're totally missing the point, here, if you don't mind me inferring, Ayipis. What.. exactly... do you mean, by "good deeds"? It seems to me that Amnesty International is following it's mission of being a watchdog for breeches in international guidelines concerning human rights. This seems to be one of them. Because the United States is a world-leading country (using that term -lightly-), we are held to higher standards than countries that are absolutely ridden with terrorism, bigoted violence, and theocratic prejudice. This is because we can actively change things. Many countries, such as Iran, have no set system to prosecute their leaders, making it impossible to keep government breeches of human rights in check.
AI is just attempting to make change happen -where- it can happen. They still petition and call and try to pressure other countries into listening to their pleas, but in countries like the US, they can actively create change. And I hope that they do.

We can't strong-arm and force all the countries of the world to bend to our will. What we see as human rights, some cultures may not. While we can ask and plead with them to follow these courses of action, they don't have to. The US is obligated to, but some countries prefer to do things their own way. To maintain balance, order, and respect in the world, we must understand and follow that rule. It's unfortunate, and might not even be the "right" thing to do, but to me, it seems like it's what we must do to ensure peace for as long as possible.

Yes they kill each other, but we here in american kill each other too. Dad loses it and shots up his house. A mother drowns her child because he's gay and a sin. Every culture on earth kills its own. Using the excuse that they are killing each other too is an excuse that can easily come back to bite us in the ass. But our troops and our military have killed thousands upon thousands upon thousands of men, women and children who just happened to live in the middle of a war zone, not caring if they were innocent or not. We have the right to be outraged that some random people attacked and murderd 3,000 of our citizens for no legitimate reason, but we as a nation seem divided on the question if the innocent over there have a legitimate right to be outraged at us for killing over 100,000 of their citizens.

A lot of people died on 911 people from different countries including Muslims. There are over a billion Muslims in our world and not all are radical terrorists. You don't have to go to far to witness terrorism, we have it right here in our country. They don't use weapons, no bombs, no guns, they use money.
