White House Says Child Soldiers Are Ok, if They Fight Terrorists

The phenomenon of child soldiers, like genocide, slavery and torture, seems like one of those crimes that no nation could legitimately defend. Yet the Obama administration just decided to leave countless kids stranded on some of the world’s bloodiest battlegrounds.
The administration stunned human rights groups last month by sidestepping a commitment to help countries curb the military exploitation of children. Josh Rogin at Foreign Policy reported that President Obama issued a presidential memorandum granting waivers from the Child Soldiers Prevention Act to four countries: Chad, the Democratic Republic of the Congo, Sudan and Yemen. The memo instructed Secretary of State Hilary Clinton that it is in our “national interest” to continue extending military aid to those countries, despite their failure to comply with the rules Congress passed and George W. Bush signed in 2008.
A thumbs-up for child soldiers from the pen of President Obama? Whitehouse spokesperson P.J. Crowley explained it was a strategic decision to ease the 2008 law. The rationale is that on balance, it’s more effective for the U.S. to keep providing military assistance that will help countries gradually evolve out of the practice of marshaling kids to the battlefield, rather than isolating them.

Mr. Obama has provided us with proof once more what an incompetent, black hearted ass he is. Kill off the children by encouraging them to fight wars……”if it’s against terrorists”. This man has got to be stopped. He seems to be all about causing death. President Death and his DemocraticDeathStar raises it’s ugly head once more. There is no rational excuse for this insanity…..arm the little kids they can hide behind rocks better!

      In General- Subject to subsections (b), (c), and (d), the authorities contained in section 516 or 541 of the Foreign Assistance Act of 1961 (22 U.S.C. 2321j or 2347) or section 23 of the Arms Export Control Act (22 U.S.C. 2763) may not be used to provide assistance to, and no licenses for direct commercial sales of military equipment may be issued to, the government of a country that is clearly identified, pursuant to subsection (b), for the most recent year preceding the fiscal year in which the author ities or license would have been used or issued in the absence of a violation of this title, as having governmental armed forces or government-supported armed groups, including paramilitaries, militias, or civil defense forces, that recruit and use child soldiers.

      He temporarily (45 days) officially turned a blind eye towards these countries use of children as soldiers. If you don't read the news... The DRC, Sudan, and Yemen are fighting civil wars and external extremist groups. Yes, children soldier is deplorable but the Fed's aren't saying that it's a good thing. They are taking the necessary LEGAL steps to allow themselves to still give military aid to these countries under siege.

      It's easy for people to make assumptions when they aren't put into situations like this. What's worse? Genocide of a million people or 13 year olds fighting and dieing in conflict. It's a hard decision but any foreign power would care more about the destabilization of an entire region over human rights issues at this point.

      Not even hire Osama Bin Laden to aid us in fighting our enemy, by giving him weapons and US support, thus providing him the means to build an army.
      And they would never start a war with a country that didn't have WMDs.
      I know that there are WMDs in Iraq. Because Republicans said so.

    • Nothing is simple in international politics , its often a situation of eating shit and accepting collateral damage , you see allowing child soldiers ,the government sees funding national governments who not only provide logistical assistance to finding enemies of america and preventing future attacks. But also an investment in keeping those nations from becoming hotbeds of anti-american extremism , which can very easily happen in poor muslim nations like the sudan and yemen. Millions spent on the campaign to win hearts and minds , for america to make friends in the region to further its efforts to end the war and to defend itself.

      America took on a very huge task , with this war on terror business , one which is very vast and simply put , a war that america simply does not have the resources to carry out on its own , cutting a cheque now and applying pressure for them to make changes is better than having to attempt to invade them later.

      Yemen for example has been exposed as being used increasingly as a base for Al Qaeda attacks on u.s targets, this year the u.s established a military presence there to train troops and now have a key military base there.

      One thing about morals is that they often get comprimised in the face of necessity , whether you agree with the war or not , america is in one , taking the moral high ground may simply be a luxury the government cannot afford.

    • Obama's moral calculation may be politically expedient, and may even be justified by some cost benefit analysis. Yet waiving the Child Soldiers Prevention Act, no matter the reason, seems to me a disappointing and uninspired decision.

      We don't stop "it" we cut off military aid to any country that uses child soldiers. Obama decided it was OK for these four countries to have kids for soldiers because it was, within our “national interest, if it’s against terrorists”. Rather unsettling to you tree huggers that your idol would be so ruthless isn't it?

      the thing is, obama didnt pick these fights, he inherited them.and it isnt us or our culture that has such a low conscription age.
      maybe bush should have taken that into consideration, amongst the bazillion other things he failed to think through.
      like what defines victory, or an exit strategy.

Bush signed in 2008." AND GWB SIGNED INTO LAW. Bush tried to stop it by cutting off military aid (the right thing to do). Obama changes it for four countries, (the Obama thing to do).

      children soldiers are the product of war torn environments, and bush was a war monger.
      how many kids would be used as miay combatants had we never invaded afgahnistan or iraq?
      it isnt like the iraqi republican guard was comprised of kids.

      we have a hand in this, and that hand belongs to bush.obama can make any declaration he likes, but until he starts a war (or two) this is the situation (the entire situation) he inherited from bush.

    • they are just saying that it would be strategically worse to cut ties with these countries and leave them to their own devices than to tolerate the child soldier situation and over time help them evolve away from it. that is not even close to condoning child soldiers. it is showing patience and recognizing that most countries in the world do not have a fraction of what he have in the USA.

      because ignoring a problem, especially a problem holding an ak-47, will not make it go away. by continuing a relationship, setting an example, and continuing to put pressure on them we can, over time, affect change. these countries likely have bad enough problems that they need constant attention. this is not condoning sending children to war. it is dealing with the world as it is, not as we wish it to be. IMHO...

    • what can be done about 'child warriors' on our streets? there are more pre- teen and teens packing heat than there are police! This is prevalent in almost every city in the country having poverty level living conditions!

      is there anything that can be done here at home? what is the difference between a yemeni teen and our teens? one fights terrorists in the third world and one fights for survival in THIS COUNTRY under third world living conditions?

      WE have just got to clean our own doorstep before we can be of any service to those yearning to be free.

      when will our government focus on WE THE PEOPLE living in the USA, first and foremost?

      Bush discouraged the practice by signing a law that bans military aid to countries that use child soldiers in 2008, THAT'S the law that obama decided was not within our "National interest" where these four countries are concerned, to continue to cut off aid simply because they send 12 year olds into war. After all, it's a sacrifice worth making for the "National interest" if your a heartless tyrannical leader that sees it that way.

    • Why am i suprised that i have not heard of this in the media. Patriot act resigned, guantano still open, war was just pushed again to 2014, predator drones dropping bombs as we speak, another wasted vote. i thought his inexpirience would be made up by ending these things, he is Bush with no leadership skills.

    • 15 a child soldier does not make. Rome recruited at 13 and 14, the fighting age of almost every culture before now has been 15 or younger. It is only recently that society has told people to wait longer, back in the day wether you were a soldier or not you would have had to kill somone by the age of 15.

      In some ways and some places we have come further, in other ways and other places absolutly no progress has been made. Yes being 15 and at war is not the optimal envirnment but for some it is better than where they were. Until we elimanate poverty and war all together we cannot eliminate young men from joining. We have child soldiers in America to, exept here we just call them gangs.

      who you are at 40 does not define who you are or can be at 15. At 15 you are still 15, you are in the same place emotionally and physically today as they were 1500 years ago, and even further. I honestly think that there may be something to the increasing crime rates and drug abuse in our youth, the lack of a military to join at a young age may be a hole our society has filled with crime. The military used to be where you went when you were too poor to function, now its gangs. Think about it, im not saying we should put a 15 year old in combat but we could be getting him/her ready at 15.

      If you think there's some kind of similarity between a gang and a war, you're completely clueless.

      Furthermore, gangs are scarcely populated by people around age 15. Gangs take in people from the 18-21 range as well, for the same reasons the military does.

      Rome picked up kids to start in their armies because those societies were fucked up because of low life expectancy. People were expected to take on responsibilities well before they were ready.

      It didn't make things more cohesive or efficient, it just ended up with a lot of dead and fucked up kids. It's just that no one cared in those days. There was no VA in the Roman world.

      but regardless if you are talking about today, or last week, the slaying of children, or the subjecting children to potential slaying has been deplorable.
      even if midlife is at 15, children are children.

      if those who were using child soldiers were also giving land ownership rights,maritial rights, and higher education rights at the same age, it would be indicitive of that societies age standards.but they dont have 15 yr olds starting college, or getting married (unless as part of a deal as a girl) or owning property.

      it is exploitive, even by thier standards.
