There is a disturbing law in effect in the AV. (http://www.examiner.com/healthy-living-in-los-angeles/homelessness-is-punishable...)
Instead of going after the cause (http://www.wix.com/presenting/drhortonfraud) the City Counsel passed Title 9 of the City Code which states that:
"it is punishable by a $1000.00 fine and up to 6 months in JAIL"
When you are homeless in the Antelope Valley.
WE HAVE YET TO FIND OUT WHAT UN TREATY AND OPTIONAL PROTOCOL DID THE STATE OF CALIFORNIA VIOLATE BY EXACERBATING THE FACT AND PENALIZING THE HOMELESS.
