The exposure of the eco infiltrator Mark Kennedy has highlighted the lack of supervision of undercover police officers – and left a trail of suspicion in activist circles. Neil Tweedie reports.

Mark Kennedy is about as uncovered as an undercover operator can be. Yesterday, the man who spent seven years infiltrating green protest groups, first as a police officer and then as a freelance spy, surrendered himself to the tender embrace of Max Clifford.

Kennedy’s decade-long double life transformed him from beat constable to bogus climate change activist and possibly something worse – an agent provocateur, actively encouraging the behaviour he was meant to stop. As an inquiry by the Independent Police Complaints Commission begins into the activities of the officer, whose eleventh-hour decision to ''go native’’ appears to have sabotaged the trial of six protesters, the rules governing undercover policing have come under scrutiny.

In 2003, equipped with a false passport, driving licence and home in Nottingham, he set off for a summer camp in Yorkshire. His carnivorous tendencies and capacious wallet (hence the nickname Flash) failed to alert his largely vegetarian, and less well-off, mates, who were impressed by his jokey manner, wrap-around shades and van.

A real alpha male, Flash was soon hanging banners from cranes and chaining himself to power station gates. He went on nocturnal reconnaissance missions, too, choosing the best ways to invade targeted sites. And all the time he was feeding intelligence to his handlers about the protesters, their plans, tactics and private lives. Flash was an expert on the private lives of some female campaigners – mainly because he was their private life, conducting a number of sexual relationships with women oblivious of his true identity.
