In an interview with the Associated Press, Scott Walker proposed stripping nearly all government workers of their collective bargaining rights. And as a warning shot across the bow, he told Wisconsin reporters Friday that he's alerted the National Guard ahead of any unrest, or in the event that state services are interrupted. Under his plan, which he'll include in his forthcoming budget proposal, most state workers would no longer be able to negotiate for better pensions or health benefits or anything other than higher salaries, which couldn't rise at a quicker pace than the Consumer Price Index.
According to the Columbus Ledger-Enquirer "The proposal would effectively remove unions' right to negotiate in any meaningful way. Local law enforcement and fire employees, as well as state troopers and inspectors would be exempt."
He also says this plan is non-negotiable -- as in, he's cut off negotiations with prison guards, teachers and other state workers.
Walker's casting the move as a part of a broader need to tighten the state's fiscal belt. But it would basically turn Wisconsin into a right-to-work state overnight.
To get it done, he'll need the help of the newly Republican state legislature. Republicans have a 19-14 majority in the state Senate and a 60-38-1 edge in the state Assembly. The question is whether this plan goes too far even for the Republican legislature -- but he's pushing them to pass the plan quickly.
Workers and their allies are responding as rapidly and forcefully as possible.

There's been a lot of inaccurate press coverage about the goings-on in Madison WI. In fact, the Milwaukee Journal Sentinel has continuously engaged in a shameful miscarriage of journalism the likes of which I've never seen by them before. Their Saturday morning headline in huge bold letters was: MAD CITY SHOWDOWN. And under that it said "Tea party and Walker opponents to face off Saturday." It sounds more like incitement and prediction than actual reporting.
It is important to note that there were about 70,000 people at the capitol on Saturday. About a thoudand of them were tea partiers. Some of the older tea partiers were actually assisted over icy patches by opponents of Walker's proposed "budget repair" bill. Law enforcement put out a statement thanking the participants for their peaceful conduct. There was only one act of physical violence on Saturday, and that was when a tea partier punched a cop. (I didn't read that in our local paper!)
The Journal Sentinel didn't publish any of my letters to the editor, but in today's paper there were 17 letters Of those one said, the "...Editorial Board should be ashamed of writing nonsense such as this." And another said, "Shame on the Journal Sentinel." My thoughts, exactly!

The gov. is trying to split the workers down the middle, hoping half of them will go along. Then after succedding he'll go after the other half, this is a common practice where you get to a point where it's everybody for themselve's. It's worked in the south for over two hundred years.

Your comment in its brevity and absolute tone at first sounds like a great wisdom. Whatever truth it holds, it cannot be applied absolutely without consideration of fluctuation in circumstances. The government work forces created during the Great Depression kept citizens of this nation from starving. Under better circumstances, these government created work forces did not need to continue.

The only reason the public sector looks so good nowadays is because the private sector sucks. And the reason the private sector sucks is because of...well... the private sector.
In better times people shy away from public sector jobs because they don't pay as much. Then, when the private sector commits economic suicide like they did in 2008 (and so often do), everyone starts talking about how overpaid the public sector is.
The simplest example is the President of the United States. The person in charge of managing an entire nation of 300,000,000 people who can't seem to get along with each other, gets 400K a year. Many, if not all CEOs, of large corporations make tens of millions in salary PLUS millions more in stock options and perks to manage corporations that minuscule by comparison.
If the President doesn't do a good job, he gets canned in the next election. If a CEO fails,
they pull the ripcord on their golden parachute and go buy an island somewhere where they don't have to look at the unwashed masses.If you were an unemployed CEO that 400K a year would look pretty good.

Your point is well taken. The problem is that when Scott Walker was County Executive here in Milwaukee he disregarded legal contracts and he was already governor by the time the court ruled against him here! The system of checks and balances doesn't move fast enough to restrain him.

Where does the US rank? 42nd, just behind Uruguay at 41st - our nation's income disparity is only a little better than Uruguay's and significantly worse than Egypt's, with the top 1% on the US income scale raking in more than 25% of the income. The answer is not to demonize the state and federal workers who have managed to maintain a living wage, benefits and pensions by taking away their right to bargain collectively, thereby accelerating the race to the bottom. The answer is for private sector workers - the people whose labor generates all of the wealth - to demand better wages and benefits from the wealthy elites who do nothing but accumulate the wealth workers create and then tell those workers they are going to have to fight amongst themselves for less and less every year.

I hope the "recall" mentioned elsewhere on this thread will be moved forward. These rethuglican govenors appear determined to destroy the middle class of every state. Thanks for your support. I was the one who mentioned the recall petition. He was the County Executive for Milwaukee County before being elected Governor of Wisconsin. In Milwaukee he made all kinds of unilateral and dictatorial decisions which dishonored legal contracts. One court case just decided that he was out of line in one of those decisions. I have to get on with some letters to my state Sen. and Rep. tonight!

The upper 2% don't want a middle class. We're too dangerous to them. The time between the 1930's to the 1970's saw the rise of workers rights, women's rights, and Civil Rights. This helped create the middle class and took much of their power away. So they created a kindly Presidential figure via Ronald Reagan who then proceeded to help them slowly strip away what rights we had. When the American people made it very clear we didn't want to go to war with Central America, Reagan and his thugs proceeded to sell arms to Iran so they could funnel the money into a covert war and bring cocaine into Los Angeles to distribute it into the United States in order to create addicts and see to it that much of the black youth would get arrested and thrown in prison. This wasn't so much a war against drugs as a war against the middle and lower classes. They are getting closer and closer to turning America into one giant corporation being run by Wall St. and the multinational corporations. If people don't start educating themselves and get wise as to what these Republicans are up to then we better get use to living in a 3rd world country. "Citizens United!" What a misnomer! "Corporations United" is the correct name for it. The NeoCon activists judges on the Supreme Court just handed our asses to them. Corporate Personhood?? So they will get the right to do whatever they want and our rights will get less and less. Serfs have no rights so you better start learning how to grovel and bow.
I'd highly recommend you start listening to Thom Hartmann. He does an excellent job of explaining the agenda of the NeoCons. You can hear him from 9am to noon Pacific time or go to his website. He's written a ton of books as well. Randi Rhodes is another talk radio host who has an excellent newsletter you can get for free.
I'm so looking forward to Keith Olbermann coming to Current. Perhaps he will help create the progressives version of Faux News so our message will get out there! Those who've escaped from fascist regimes have warned that by the time you realize what's happened, it's too late. Wake up America or we'll find ourselves without any constitutional rights!

Personally I did all that I could to campaign for his opponents, but how do we little people begin to combat all that corporate campaign money! How we react to intimidation like this will be the defining moment of our era. If we let this kind of thing slide, we are finished. Prior to this it came down to private business exercising its so-called right to management prerogative. Closing facilities here and opening facilities or contracting-out overseas was seen as a business decision. What this governor is doing and what is happening across this country in many other states is an all-out war on the working class. We have to reinstall our backbones and offer resistance to the total dismantling of worker’s rights and hard-fought-for pay and benefits.
When the municipal unions go down we will be left with nothing because the manufacturing unions have been crushed for a long time with the loss of jobs tied to factory shutdowns. Construction trades have been screwed with the “contracting-out” to companies that hire “cash workers”. This is an all-around drubbing. Where do we go from here? We have to come up with answers. The political/corporate alliance is moving in for the final kill.

Very well written. I plan on joining a protest in Madison this Wednesday. I plan on writing my state Sen. and Rep. (who are both Republicans) to object to Walker's tactics. I have written these elected officials previously about the state taking action to call for a 28th Ammendment to nullify the Citizens United decision of last Jan.2010. I've been writing letters and sounding the alarm about this for a while now.I held a house party under the guidance of Free Speech for People which took us through a letter writing process. I invited everyone in my email network, but there were only five of us and no young people. We were the only FSFP house party in the entire state of Wisconsin. Many people are just so overwhelmed with survival issues that they have no energy left for political action. I have limited time and energy. My own little business is barely scraping along in this economy. My husband has advanced Parkinson's disease and needs a great deal of care and assistance from me. Whatever quality it is that some people have for rallying people to action, I seem to lack it! (Not, however, due to lack of effort!)

Dick Morris Email Reveals Republican Secret Game Plan to Force States Into BANKRUPTCY- Breaking ALL Union Agreements !Today I received Morris' latest email stating what he feels the Republican strategy should be if they were to regain control...his 'answer' to solving the economic problems created by the Bush Regime. To my amazement (I don't know why I'm so surprised), based on Morris, the Republican strategy is to literally block much needed financial aid to struggling states with the ultimate goal being to force all of the states INTO BANKRUPTCY ! They also plan to break ALL union agreements including wages, rules, pensions and more ! Not only does this explain why Repubs are voting against everything that could be helpful to The Recovery, but this email is absolutely, incredibly revealing and spells out exactly what we can expect should we allow the Repubs to regain power. Below are excerpts from the Morris email/newsletter. Truly dangerous stuff. Here's what Morris wrote:
*As Congress reconvenes next week to pass a $26 billion bailout of state and local governments entombed in their own deficits, we witness a foretaste of the crisis that will be the central event of the first half of next year: the collapse of state governments.
*As long as the Democrats control Congress, they will continue to rubber-stamp Obama's requests for bailouts of profligate states. But when the Republicans take control, they will be less than forthcoming. Republicans will ask the central question: Why should taxpayers from states that have cut their budgets and observed spending restraint, pay for the extravagances of the other states? Why should forty-seven states have to pay for California, New York, and Michigan?
*The Republican solution to state financial distress should be simple: The Party should insist on a change in the federal bankruptcy law providing for a procedure for state bankruptcy (none now exists). This process must call for abrogation (means=to end) of all state and local public employee union contracts as is usually done in private sector bankruptcies. By freeing states and local governments (including school boards) of their union obligations on wages, work rules, staffing, and pensions, they have a chance to survive and, indeed, to prosper. But merely subsidizing these massive expenditures just prolongs the misery of the states in question.
**The collapse of overspending state governments must trigger the diminution of the power unions hold over their budgets and their politics. Their coming bankruptcies offer an opportunity for reform and the Republican Congress - backed by newly elected Republican state governments - give us precisely the opportunity we need to effectuate it. Isn't it interesting that teachers will lose their rights - but police and fire fighters are exempt? Why would you dismantle a system that works? Look, before Clinton and his Republican Congress opened the trade flood gates, most Americans were doing fine! Jobs were still abundant and outsourcing wasn't as predominant as it is today. Treating your workers like shit, was the reason Unions grew in numbers in the first place! Perhaps companies who practice treating workers like servants should leave? No skin off my butt!
How do we stop importing? Stop buying their products! Start electing politicians who are nothing more then prostitutes for the rich! Place higher tariffs on business that outsource labor, take the money they pay and funnel it into businesses that employ American workers here! With the cards stacked against us in Washington, where rules and regulations seem to die, nothing will improve. I like the idea of placing tariffs on companies that outsource jobs and I've said the same thing in other threads.
But to take that money and pour it into other companies is prostituting for the rich which is something you seem to be against.

Being rich isn't a bad thing. It's 'how you acquired your wealth' that matters. If you got rich, by exporting American jobs, while enjoying the benefits of being an 'American' company, it's the wrong way.
It may be wise to stop making major purchases from International corporations. If an American company offers the same products, buy from the American company. If we don't protect our people and industries, who will?

This is perhaps one of the toughest blows to the American worker I have ever seen. I am beginning to wonder how the Republican's attribute State Wealth with Economic Wealth. Yes, the states need to balance their budget. However, if you take away the people's Health Insurance, take away their pensions, and take away good wages; the base of your economy is now broken. How can people spend money, if they don't make money.
Yes, if this measure passes, we will see unrest in Wisconsin. This must not happen.

As a WI resident, this evil pol, Scott Walker, is our state's worst nightmare come true. He has plans to legislate the most draconian ovethrow of citizen's and especially union worker's rights that this country has seen in decades. This piece of shit has so much corporate money and influence backing him he squeaks when he walks. The ads that his opponent, the City of Milwaukee's great mayor Tom Barrett, tried to get through to the public of how this guy was bought and sold by the special interests fell on the deaf ears of the increasingly stupid electorate in this state. We have become a Red state almost overnight and the right-wing that has seized power are in the process of re-making the state into a blatant plutocracy. I have two friends actively involved in the furious attempts to combat this potential disater for this state. Walker wants to target every program and worker that does anything in the best interests of the poor and unfortunate. He wants to hand all the keys to the kingdom over to his super rich overlords and he is well on his way to making good on every one of his evil campaign promises. He started with the rejection of $810 million of TARP money for high-speed rail killing the project and along wih it over 5,000 jobs. But he promises to create 250,000 jobs in his first term. He doesn't mention that these jobs don't include a living wage to go along with it or benefits. Walker practically creamed in his pants when Jimmy Johns suggested the possibility of moving their corporate offices to WI from IL and all of those great paying jobs. He was Milwaukee County's Exec before his rise to the governor's masion and his core accomplishment was privatizing most of County Government. This great legacy lead to the death of a 15 year old when a 14 ton block of cement fell off the side of a parking complex because the inspections that should've been done regularly went neglected. That case is heading into litigation very shortly. But Walker made sure any information regarding the terrible neglect of safety concerns was suppressed until after the election. Not to mention the terrible state of our Mental Health Complex where he also slashed funding. Dark times are just beginning for my state with 4 long years ahead to survive.

Tom Barrett would've kept this state from devolving into a cesspool, but the right-wing took over the ballot box. And our one local paper, who endorsed Walker for Governor is now supporting every one of his draconian measures. Incredible.

You don't think that building a high speed rail system would help add to and create blue collar jobs both union and non union. WHY? Another point a high speed rail should have been started an completed long ago. You need to rethink your argument on this one.

He was planning to use the money for other projects, but the Fed. Goverment said it was only for high speed rail. New York thanked us. They are going to get the money.I remember when Ohio had so much industry, even in my small town of 13,000. Now like most States it is overseas. Cheap labor.

Of course more needs to be done than just a rail system, and it will be if WE make sure that they people WE put charge do what their suppose to do and WE do the oversight to not let it be corrupted. You sound like you realize that our entire infrastructure is in trouble. All of these projects are long term in their creation and maintenance. Our domestic manufacturing centers have to be retooled for proper output. As you seem to understand it is not a one dimensional issue or solution.

According to the AP article, he has already "Alerted the National Guard ahead of any unrest". Also, as a backup to the Guard, he's attempting to purchase the loyalty of the "Local law enforcement and fire employees, as well as state troopers and inspectors" as they "would be exempt" from his new laws if enacted. Should a protest take place in Madison, or any other city in Wisconsin, which I would support if it were peaceful, and the National Guard was activated as well as local law enforcement, I worry that a simple misunderstanding or mistake could occur and all of the pieces would be in place for the possibility of another "Kent State". I am not a fear monger but Gov. Walker certainly is. He's attempting to instill fear into his constituent's by threatening to use military force against them should they practice their constitutional right to assemble in protest.
I wonder if this young, mindless, uninformed Governor has any clue that the actions he is threatening to use before any of his irrational ideas to save a buck have been passed by the state legislature, and he has signed them into law, could cause more unrest and instability than just proposing his idea's, introducing them to the legislature, and then keeping his mouth shut. He's sounding like a third world dictator.

Ohio's new Republican governor and Republican legislature is about to do the same thing. If they have their way binding arbitration will be eliminated and strikes will be prohibited. Let's face it, Republicans won't be happy until they've eradicated every union in America. Then big business and local and state governments can stick it to workers with complete impunity.
