The amendment eliminates all $327 million in funding for Title X, a family planning program that began 40 years ago under President Richard Nixon. And while Planned Parenthood receives millions of dollars from the program, Title X funds cannot be used for abortion services.
The money is to be used for noncontroversial family planning services, mostly for low-income families.
"I am aware that Title X family planning funds are eliminated in this bill, but eliminating Title X funding has never been my goal," Rep. Mike Pence (R-IN), who offered the amendment, said on the House floor Thursday.
"I support the important work of Title X clinics across the country that provide breast cancer screenings, HIV testing, counseling, and other valuable family planning services."
"My focus has and will remain on denying taxpayer dollars to Planned Parenthood or any organization that provides or promotes abortion as a means of birth control," he added.
The amendment is attached to a bill that is needed to fund the government for the rest of the current fiscal year and considered "must pass" legislation.
"Congress should use the continuing resolution to create jobs, not to further the extreme assault on women’s reproductive rights by eliminating the cost-effective family planning program," Rep. Nita Lowey (D-NY) said.
The abortion rights group NARAL said the legislation would lead to more unwanted pregnancies by cutting funding for contraceptives.
"The new anti-choice House leadership now wants to take away birth control and cancer screenings from millions of American women and men," Nancy Keenan, president of NARAL, said. "While these politicians attack abortion coverage from every angle, they now want to deny funding for birth control, even though that’s the best way to prevent unintended pregnancy. Americans will not stand for this blatant hypocrisy."

The point is the federal government is not responsible for funding these services, it is a local issue. In my community of about 300,000 people, there is a PP clinic, but also a city health. dept. clinic, aids/STD clinic and like a dozen other abortion or adoption services. Even if PP shut down, there are local services available. Not to mention Medicaid and morning after pills available at any pharmacy, PLENTY of options. The gov't is spending trillions they don't have and thank god they are trying to cut federal spending on programs that are available locally anyway. If your community relies soley on PP, get off Current and write your local representative or council to implement a program supplied with city or state funds. Read the Constitution, there is no right to free family planning services.

You obviously don't live in California. We have little to no local services here. Also, if there isn't enough money for local services, why would local representatives even bother to read our letters.
Also, you obviously don't know what you are talking about. Local services and the health department have certain qualifications and extremely limited hours of operation due to budget cuts. Since PP is federally funded it has many options and services available.
FYI: I don't know if you know this but, the money provided to local services comes from the FEDERAL government, they print money thus funding everything.

If this horrible bill passes the Senate, Obama best veto it or he is going to lose millions of women voters. Harry Reid could do us all a big favor and not even bring this up for a vote in the Senate. He should say "Give me a jobs creation bill or this one doesn't see the light of day." This is actually more job KILLING legislation with less funding. There will be fewer jobs. WI is big on Planned Parenthood. We have some of the best facilities in the country located here. This will be a travesty if this succeeds.

Those Democratic Party members that voted to defund Planned Parenthood need to be made an example of and targeted for the extinction next election. They should also be held fiscally responsible, along with others that voted for this measure, for all expenses incurred if and when there's a rise in teen pregnancy, cervical and breast cancer as well as STD's.

What they do do is make money providing abortion services in the tune of 100s of millions of dollars a year. Where do they get this money? From the U.S. tax payers of course with little to no over site.
This isn't about woman's health, protection of women from back alley abortions, or even fetuses. It is about money and population control. The more abortions the more Planned Parenthood makes, the more fetuses they destroy the smaller the population, period.
While I may have problems with abortion in general it is still legal and always will be but I would rather create small businesses than a government hand out. People need to be held accountable for their actions and having to pay for your own abortion is responsible and may have a side effect of teaching these people not to be sluts or at least use some contraceptives.

Regarding the concept that being required to pay for your own abortion will have the resultant side effect of 'teaching these people', e.g., the aforementioned 'sluts':
a) not to be sluts.
b) or if that fails, to at least use some contraceptives.Now that we've visited the demographics of whom Planned Parenthood's primary clients are, we address their business model.
We find, it's not about women's health issues, it's about money and population control. The business model is focused on population control through abortions and the ensuing profit derived from preforming said abortions.
This infers a great profit margin performing abortions as opposed to teaching preventative measures, which result in no pregnancy in the first place.
In this case, the passage of this bill will inflate Planned Parenthood's coffers exponentially. I propose that PPH become a publicly held Corporation and prepare an IPO. Based on the fact they will be performing more abortions due to the lack of funds to teach these 'sluts' about preventative measures. I project windfall profits and stock splits 2 to 3 times a year.

As far as the population control issue, that is conjecture on my part no doubt as I gather an overall sense that a society that has such little respect for human life is doomed along with the fact that most libs, environmentalist, and the like already think the planet is over populated and abortion is a very small way of controlling growth, thus will never be over turned. Yes no one is forced to have an abortion and then again no one is forced to have a child either.

I wasn't arguing with the $100M figure at all (although technically it is revenue and not profit). I was simply showing that of all of the services that PP provides, abortions were only 3% of the total. The GOP wants to defund all of the other health services because of that 3% (which is not funded by the govt).

Let's focus on the last three parts of that sentence.
Contraceptives. Yes, Planned Parenthood gives out contraceptives. And as much as you think that people should be taught to be responsible, they'll still fuck it up if they don't have the tools to get the job done right. People are going to have sex. Some will be 18 (possibly younger), some will be in their 30's, but people who are on food stamps can't really afford things like condoms or the damn pill. They're still going to have sex regardless, but oddly enough it is cheaper to spend tax dollars on helping prevent unwanted pregnancies than it is to help pay to raise a child.
Reproductive Health Counseling. Yes, Planned Parenthood should have this option as well, because if people should know anything, it is that your parents are probably the best and worst source for information when questions about sex pop up. Some parents are really active and strait forward about answering those kinds of questions. And even if some parents are not, they typically have the option of letting their kid take a sex ed class in high school that will give their kid the basic understanding of the mechanics and ideologies. But then you have some parents who don't consent to letting their kids go to sex ed and will not answer those questions for whatever reasons they have, or you have sex ed classes that teach abstinence only education which is about as effective as using a paper towel to fix a leaky barrel full of water.
And finally, Cancer Screenings (as well as HIV and other STD tests). Those cost money that many people who frequent Planned Parenthood cannot afford in their basic budget, and catching many of those diseases early on can make a world of difference for the person who is sick, not just in terms of survivability but in terms of economic cost as well.
Here's some final food for thought, try something other than political catch phrases and talking points to get a rise out of people. If you're going to make an argument then back it up with something of substance, and if you can't then you should move on boy.

These children 'generally come from homes where they have been abused, or from families that have abandoned them. They often become involved in prostitution as a way to support themselves financially or to get the things they want or need.'
About one-fifth of these children, according to DOJ:
[B]ecome entangled in nationally- organized crime networks and are trafficked nationally. They are transported around the United States by a variety of means – cars, buses, vans, trucks or planes, and are often provided counterfeit identification to use in the event of arrest. The average age at which girls first become victims of prostitution is 12-14. It is not only the girls on the streets that are affected -- for boys and transgender the average age of entry into prostitution is 11-13.
Of course, the 'prolife' movement--so very worried about women, girls, fetuses, black babies, the 'pain' inflicted on women by abortion, etc, etc, etc--is deeply concerned about these children, right?
Wrong.
In what is perhaps one of the most craven actions of a deeply craven movement, anti-choice scam artists apparently affiliated with Live Action Films and Lila Rose of undercover 'gotcha film-fame' appear to have attempted an 'ACORN-like' hoax on Planned Parenthood Federation of America by sending people into Planned Parenthood health centers in six states posing as sex traffickers seeking health care for young girls who were 'part' of their supposed sex trafficking rings.
In response, Planned Parenthood president Cecile Richards sent a letter to U.S. Attorney General Eric Holder describing the visits and asking for an investigation.
In a statement, PPFA said:
Last week, Planned Parenthood Federation of America (PPFA) alerted federal authorities to a potential multistate sex trafficking ring. Over a five day period, visitors to Planned Parenthood health centers in six states said they were seeking information from Planned Parenthood about health services Planned Parenthood could provide to underage girls who were part of a sex trafficking ring. Subsequent to alerting U.S. Attorney General Eric Holder, Planned Parenthood learned the identify of one of those involved and believes these visits are likely a hoax by opponents of legal abortion seeking to discredit Planned Parenthood, which delivers preventive health care and abortion services to three million women each year.
PPFA reports that men, sometimes accompanied by a woman, 'visited at least 11 Planned Parenthood health centers in six states within a one-week time frame.' The visits were made between January 11th and January 15th to health centers in Virginia, Indiana, New York, New Jersey, Washington, D.C., and Arizona. 'Among them was a clinic in Tucson, Ariz., which Planned Parenthood said was visited on the 15th, a week after the shooting rampage in that city that critically injured Congresswoman Gabrielle Giffords.

David Crary of the The Associated Press writes that in each case, according to Planned Parenthood, 'the man sought to speak privately with a clinic employee and then [once alone with the employee] requested information about health services for sex workers, including some who he said were minors and in the U.S. illegally.'
One of the men involved in these visits has now been identified using video tapes at the clinics, and he appears to be 'associated with or influenced by Live Action.'

'When Planned Parenthood learns of an operation that exploits young women, we vigilantly work with law enforcement authorities to uncover and stop this abhorrent activity. Planned Parenthood’s top priority is the health and safety of our patients and the health and well-being of women and teens across the country, and we have been in contact with federal and local authorities to identify the persons involved in these visits.'
'If a multistate sex trafficking operation is in place,' he continued, 'those responsible must be pursued to stop the exploitation of girls and young women. If these visits are part of a ‘dirty tricks’ campaign, they must be condemned. Falsely claiming sex trafficking to health professionals to advance a political agenda is an astoundingly cynical form of political activity.'
Yes. Astoundingly cynical. Put aside for a moment the ridiculous proposition that suddenly, out of nowhere, sex traffickers suddenly engage in a simultaneous multi-state effort openly seeking health care for victims of their crimes, i.e. youth entrapped in a virtual cycle of slavery, abuse, and exploitation at the hands of the traffickers themselves. Put aside for the moment the absurdity and sheer juvenality of the entire premise.
And ask this: What purpose does such a hoax serve? Does it help to clarify for policymakers, the media, and potentially engaged constituencies the problems of sex trafficking within the United States? Assist in identifying victims of sex trafficking and provide them with assistance? Focus on reducing the violence to which street children are exposed? Examine the policies and conditions that might exacerbate sex trafficking of minors? Help get victims of sex trafficking shelter, legal help....urgently needed medical care? Victims of sex trafficking, after all, also need sexual health services because they are effectively being raped regularly and are more likely to contract sexually transmitted infections and experience unintended pregnancies. Does this help them get treatment?
Is there anything about this that focuses on the real needs and rights of actual human beings?
No.
It's not about the victims of actual crimes. It's not about helping young girls and boys caught in a cycle of abandonment, abuse, violence and poverty. It's not about 'life.'
What is it about?
The goal, according to Rose, is to 'unnerve Planned Parenthood employees and eventually put them out of business.'

Given the unmet need for health care generally in this country, and for unmet sexual and reproductive health care particularly, Rose surely could have picked a more noble goal. Planned Parenthood operates more than 800 health centers across the country, and serves some 3 million clients a year with a range of voluntary health and family planning services. The centers provided women with 324,008 legal abortions in 2008, about one-fourth of the national total."

During the debate on the House floor Thursday, a number of Republicans made reference to a video recently produced by Live Action, an anti-abortion group run by 22-year-old Lila Rose.
The video accused Planned Parenthood of aiding in the sex trafficking of minors, even though its undercover sting had already been uncovered by the family planning organization.
The video "proves beyond a shadow of a doubt that Planned Parenthood intentionally breaks state and federal laws and covers up the abuse of the young girls it claims to serve," Live Action's Rose said in a statement.
Republicans have introduced numerous bills in the House and Senate aimed at reducing women's right to reproductive health services or eliminating access to abortions altogether.
