Sorry for the slow response, you're probably over it by now. Still, I don't think you're reading this document right if you think that it's a suggestion that America follow some new world order. It is a prediction of how the world will order itself in the coming years.
Although the thought of another country being economically more powerful than the USA is frightening, it is realistic, and it would be dangerous for the government to NOT address this possibility. Suggesting that the USA may not be at the top of every chart is not the same as suggesting we "be subservient to another external country or power". And I don't believe it's treason to look at the world from a view outside of the states.
I'm not trying to challenge you or piss you off, just to understand your anger directed at such a bland straightforward government document. Maybe it comes from the venue you originally found the article linked from. I guess the reason I care at all is I don't understand... Why so angry??

This is very interesting, but how does it suggest that our government is the enemy? It just seems to me like an (attempted) unbiased assessment of international politics. "Global governance" may have been an unwise choice of words but I don't think the writer of this document is suggesting that America deviously takes over the world like some maniacal supercriminal. They are just assessing the issues present in the international community, summarizing the major power player's positions, and suggesting strategies for dealing with these issues. Why does this cause so much anger and caps-locking? I just scanned the document, did I miss something frightening and vitally important?

Can some of you quit hating long enough to realize this document is not about being a Democrat or a Republican... This is a real, official document of what both the Democrats and Republicans intend to do with our Country
