What are Tar Sands
In the Canadian Boreal forest just downstream of the eastern foothills of the Rocky Mountains are the Canadian tar sands. The region contains some 2 trillion barrels of oil, but getting to it will mean destroying an area larger than the state of Florida.
Tar sands consist of heavy crude oil mixed with sand, clay and bitumen. Extraction entails burning natural gas to generate enough heat and steam to melt the oil out of the sand. As many as five barrels of water are needed to produce a single barrel of oil.
Our task is simple: redirect the $70-100 billion dollars the United States is set to invest in tar sands infrastructure into research and development of sustainable energy alternatives such as electric vehicles, plug-in hybrids, and solar and wind energy.
The Tar Sands and Climate ChangeTar sands oil is the worst type of oil for the climate, producing three times the greenhouse gas emissions of conventionally produced oil because of the energy required to extract and process tar sands oil.
Additionally:
* Increased greenhouse gas emissions associated with tar sands development is the main reason Canada will not meet its Kyoto reduction commitments.
* In 2010, Canada’s greenhouse gas emissions are projected be nearly 35 percent higher than 1990 levels.Health and Environmental Effects of the Tar Sands
Across the United States, oil refineries are seeking permits to expand their facilities to process heavy crude oil from the tar sands. Processing tar sands oil will mean more asthma and respiratory diseases, more cancer, and more cardiovascular problems. Many local communities are opposing the expansions.
In Canada, the toxic burden on communities near the tar sands is already enormous. In addition to direct human exposure, oil contamination in the local watershed has led to arsenic in moose meat—a dietary staple for First Nations peoples—up to 33 times acceptable levels. Drinking water has also been contaminated.
The alternative is simple: we need to break our addiction to oil and fossil fuels. We could be on the road to a new energy future if we simply redirect the investment capital slated for the tar sands into sustainable alternatives. Heightened investments in clean energy also mean the creation of new green jobs. We need to stop investing in dirty fossil fuels and start funding the future.

The Secretary of State, appointed by the President with the advice and consent of the Senate, is the President's chief foreign affairs adviser. The Secretary carries out the President's foreign policies through the State Department and the Foreign Service of the United States.
There is absolutely nothing that Hillary can do about this. It is not under her control or jurisdiction.
This would be like asking the CEO of McDonalds to make changes to Burger King.
There is nothing wrong with trying to make changes but you need to be talking to the right people. It helps your case alot more when it looks like you know what you are talking about. Hillary is probably scratching her head wondering why she is getting this petition. Do the research on our Federal government and communicate with the right people. - 1 year ago

What wasn't mentioned was Eminent Domain. One of Koch's claimed to be against it in a book he wrote, but it's OKAY when the Koch's stand to profit from it.

Although highly diversified, Koch Industries' vast network of oil and gas pipelines remains the company's core business and main source of revenue. The exact size of their pipeline network is not known, but some estimate that Koch Industries operates anywhere between 35,000 and 50,000 miles of pipelines between Texas and Canada—enough plumbing to wrap around the globe twice or zigzag between New York and Los Angeles 15 times. How did the Kochs manage to build up a pipeline network of this magnitude? By getting the government to use its tyrannical powers of eminent domain forcibly seize private property on Koch Industries' behalf.
As far as libertarians are concerned, eminent domain is a socialist tyranny straight out of the Leninist playbook, as it recognizes the government as the real owner of all land and vests it with the power to expropriate private property for alleged public good. At the most fundamental level, libertarians believe that eminent domain invalidates the notion of private property rights, threatening not just prosperity, but freedom. Charles Koch is clear on this. "Countries that clearly define and protect individual private property rights stimulate investment and grow," he writes in his book The Science of Success. "Those that threaten and confiscate private property lose capital and decline."
But not all property rights are created equal. Koch Industries oil pipeline recently built in Minnesota shows that Charles Koch does not see an is anything wrong with the government confiscating private property, as long as he stands to make a profit. Completed in 2008, the 304-mile line now carries crude oil from the Canadian border to a Koch Industries refinery near the Twin Cities area via a two-foot-wide pipe. Company PR execs pitched the pipeline as a public benefit project, as it would increase Minnesota's gasoline supply.
But the 1,000-plus landowners who were forced to handover their private property so that Koch Industries could run its pipeline didn't quite see it that way. "People's rights were violated, and they never got their due process," a farmer whose fields were going to be cut in two by the pipeline told a newspaper in 2007. "It's wrong. It's time for people to wake up and realize how dangerous these Judges on the Supreme Court are. Create thousands of non combatant jobs in the process.... hey I know a lot of people can't stand the koch Brothers but hatred for them is no reason to kill a project that to me makes way more sense than what we are doing now!!!!
