Security guards watching him on surveillance video were alarmed at what they saw. Chrisman was caught on camera planting crack on a mentally challenged homeless woman. He received a one day suspension.

Before I share this story I was sent by a fan of this Website, I just want to say something to the cops who did this.You are a disgrace to yourself and your community. How dare you even think of doing such a thing. I personally believe you should be tried for high treason and hung. I think you are the scum that walks this earth and you give cops a bad name because of your cowardly actions. You are the kind of cops who become cops to feel like a macho person, and the reason is because that badge makes you feel big. You aren't big. You are a sorry ass. You are nothing. You are less than nothing. You have no honor or self respect because you lack real courage and strength, so you need some little shiny badge to tell people that you are something you could and will never be. Shame on you. As far as I am concerned, the only thing you can do to redeem yourself is to spend at least 10 years in prison, for starters. Maybe that will show you a thing or too. How many people have you arrested and ruined the lives of? Its time for you to face these exact consequences you push on other people. Turn yourself into the courts and request to serve time in prison, otherwise you are just a pansy ass to everyone else. PHOENIX - Phoenix Police Officer Richard Chrisman is on the Brady List, which names police officers who have 'credibility and integrity issues.'Chrisman was placed on that list for his behavior in a 2005 case. Police released video Thursday that shows him arresting a woman right next the medical examiner's office.
Security guards inside were watching him on surveillance video. What they saw bothered them so much, they turned the tape over to the police department.
In that 2005 incident, Chrisman and his partner arrested a homeless woman on an outstanding warrant. According to the internal affairs investigation, Chrisman and his partner planted drug paraphernalia on the woman -- because they wanted to play a joke on the woman, who is mentally challenged.
Take a look at the video -- Chrisman puts a brilo pad and pipe in his partner's left hand. His female partner then pretends to pull the pipe out of the woman's dress.
Chrisman said he knew the suspect, and just wanted to get a rise out of her. He was suspended for one day and put on the Brady List -- his partner was also suspended for one day and put on the Brady List.
The woman wasn't charged with anything related to the planted evidence.
As for Officer Sergio Virgillo, the man who blew the whistle on Chrisman's alleged behavior in last week's shooting, Phoenix Police Chief Jack Harris said, "He's an experienced officer, 14 years on the department, and certainly he knows right from wrong and what's proper... I have absolutely no reason not to believe him."
Officer Virgillo is not on the Brady List.

Frank Marino is a crooked cop just as crooked as they come anyone that defends the murder of an unarmed man is in the wrong. That was cold blooded murder. I watched a Cops episode a several years back where the Phoenix police dept put out BMW bikes as bait for bike thieves. Why? Because the bike is worth so much they could turn bike stealing into a felony. This isn't law enforcement. Arizona is an embarrassment to America.

Too many individual police officers are psychologically unfit to be on duty. They have a god complex because of their law enforcement capacity. These types of officers need to be rooted out, they are completely out of control and its the government's job to protect us from these psychopaths.

Cops should have to go through the most intense psychiatric evaluations before becoming authority figures. This would eliminate most of the anti-social maniacs that are looking for an oppertunity to do exactly what this cop did. The average citizen is at the mercy of the mental state of the police. No citizens should be subject to an emotionaly damaged or mentally unstable police officer.

the last citizen that tried to perform a citizen's arrest was an 84-year-old man who was attempting to detain an intoxicated driver...and what did the cop do to him? Slammed his face in the ground and seriously injured him while his wife watched from her wheelchair. Wonder what happened to that douche-bag cop...they probably transferred him to some other precinct.

What is this world coming to, this is a horror story, I could not believe what I was reading. The officer didn't care about this person's civil rights at all, could you image the things this officer is hiding, if he could do this, what else has he gotten away with. This cop should be fired and charged with murder ASAP. Frank Marino, Chairman of Plead police officers union said there will be an investigation, I believe there's a big cover up going on right now.
