Also take a look at joseph tainter on the collapse of complex societies. The energy cost of drawing Libya into the Anglo American culture could be higher than the benefits achieved. A third war in the region? The law of diminishing returns is always at work.
But easier than finding a new strategy for dealing with the rest of the world.

Great post.
The West needs Libya to provide a platform into Central Asia, to slow China's expansion in Africa and to bring the Middle East into the American monoculture web before peak oil brings turmoil across OPEC. In the process they've partnered with the local elites most willing to betray their own people. It's an old song.
Also Northern Africa could be the source of solar power for Europe, and that energy pathway will have to be secured.
The hope always is to create new Japans, entire nations that side with the West while also encouraging division within their own ethnic blocs. Libya is an excellent candidate because quaddafi has laid down a baseline level of prosperity, but in a fashion that is culturally too independent.
From their seats in Washington or from the safety of embassies and military facilities it's difficult to see the reactions of the people on the ground. It's impossible to sense the level of resentment and the realization that strategy iscessentially racist in design and method. And there is a feeling that with the application of sufficient power and force it is possible to create a future entirely divorced from its true origins.
The strategy worked in Asia. Why not elsewhere?

Robert Fisk is awesome and I have read some of his reporting before. This is the reason I enjoy Current community; sharing! The first thing I noticed when I went to the link was the Associated Press story creating fear for Europe instead of reporting the criminal acts being carried out by NATO. America and NATO are on track to becoming the biggest terrorists in history. They still have stiff competition from the British Empire, but I am confident that nothing is going to change anytime soon. I expect more War and more Lies.
