Enforcement of the Clean Water Act has kept billions of pounds of toxic chemicals and other pollutants out of America's waterways.
A bill quietly working its way through Congress, H.B. 2018, the "Clean Water Cooperative Federalism Act of 2011," would undo decades of progress and render the Clean Water Act all but useless.
The bill -- supported by both Rahall and Rep. Shelley Moore Capito -- strikes at two vital provisions of the Clean Water Act. First, it would strip the U.S. Environmental Protection Agency of the ability to make states improve deficient water quality standards. The EPA could no longer withdraw approval of state programs, limit financial assistance or object to specific permits because of inadequate water quality standards enforced by the state.
An analysis of the legislation by the EPA says, the bill would prohibit the agency from revising water quality standards without buy-in from the state "even in the face of significant scientific information demonstrating threats to human health or aquatic life."
Second, the bill essentially allows a state to overrule a determination by EPA scientists that a dredge and fill permit could harm municipal water supplies, fishing, wildlife or recreation areas.
This bill would turn the Clean Water Act on its head, giving states the right to allow less stringent protection of the nation's waterways.
Together, these two provisions would lead to a race to the bottom in places like West Virginia where industry holds substantial sway over state regulatory agencies. The entire point of the Clean Water Act is to ensure a nationwide clean water standard because the waters of this nation are a shared resource.

I don't care if you are a Republican or a Democrat you cannot look at this and tell me you support this. Where has our collective morality as a nation gone? Where our environment is concerned there should be no such thing as partisan politics. I will be posting a commentary about this on my blog and here as water is an issue close to my heart and also sending it on to them as well. I have seen the strides the Clean Water Act has made. I am not about to sacrifice the present and future health of our children and environment to these selfish raiths for one more day. They must know how so very wrong this is.

I keep asking , "at what point do we defend ourselves" and it would seem as if we care nothing about our lives ,our children's lives or the health of this planet.
To suggest one political party is any better over another is a fallacy ...both are and have been committed to the corporate powers for a long,long time....simply look at the financial committee that was investigating the bank bail outs.... republicans ,Gregg , Blount and democrats Frank , Dodd....These four had their campaign war chests filled with millions of dollars from the exact same people they were directed to investigate and exposure wasn't enough to correct this!
It is ridiculous to believe for one minute that either political party in this Country will toss off their corporate owner for the sake of the people. They have craftily laid their plans ...keeping the people divided on non -issues and misinformed on real issues have allowed for a split of the people's voice....without a united voice we can never force these elected criminals to listen to reason or force them out ....on the rare occasion their own blunder is enough to politically destroy them, another corporate pig simply take's their place. Look at what we have lost under the last administration and now this one....we are being duped at every turn. It is beginning to look as if our best hope is a complete collapse of this entire system regardless of the chaos it will bring because maybe then ALL will understand the treachery and deceit that has been played upon them and united we will finally be able to win this fight.....if there is anything left to fight for! - 11 months ago

But I do believe whatever the medical issue is, you should be able to have the services you need, covered under Universal healthcare!!--What the people need to really wake up and see is that our politicians are going to be ok. The question is are you??--If Obama is only a one-term President, he has already made history, he is going to be able to send his kids to the best schools. Live in great homes. The best healthcare. The Rivers around Charleston, SC were covered with oil before 1972, I remember having to clean the oil and grease off my boat. I wouldn't get in the water because it was so dirty. The clean water act corrected this problem, these Rivers are clean today.

We should all be disconnecting our downspout gutters from the sewer and creating rain gardens.
About ten years ago I did this by necessity when my basement was flooding.
I disconnected all of my downspouts from the sewer and redirected them ten feet away from the house toward plants that like water.
WOW those plants have been doing great ever since!
In the process I realized many things.
Like how stupid it is to waste rain water down the sewer.
And how much plants enjoy the extra water.
We need to start seriously thinking about replenishing the water table and rain gardens are definately the way to go! - 11 months ago

I live almost within walking distance of the Cuyahoga River and am old enough to remember when it caught fire. The clean water act has meant major improvements to the water quality of the Cuyahoga River, as well as many other rivers throughout the country.
"Clean Water Cooperative Federation Act of 2011" is another fine example of saying one thing while meaning something else. Many times they use an exact opposite name to cover their real intentions. In the past, names of organizations meant what they said, now they are structured to mislead, to hide their dirty deeds. It's spinning done with purpose. Shame on them!
