Social Security Disability on Verge of Insolvency

Laid-off workers and aging baby boomers are flooding Social Security's disability program with benefit claims, pushing the financially strapped system toward the brink of insolvency.

Applications are up nearly 50 percent over a decade ago as people with disabilities lose their jobs and can't find new ones in an economy that has shed nearly 7 million jobs.
The stampede for benefits is adding to a growing backlog of applicants — many wait two years or more before their cases are resolved — and worsening the financial problems of a program that's been running in the red for years.

New congressional estimates say the trust fund that supports Social Security disability will run out of money by 2017, leaving the program unable to pay full benefits, unless Congress acts. About two decades later, Social Security's much larger retirement fund is projected to run dry as well.

Much of the focus in Washington has been on fixing Social Security's retirement system. Proposals range from raising the retirement age to means-testing benefits for wealthy retirees. But the disability system is in much worse shape and its problems defy easy solutions.

The trustees who oversee Social Security are urging Congress to shore up the disability system by reallocating money from the retirement program, just as lawmakers did in 1994. That would provide only short-term relief at the expense of weakening the retirement program.

Claims for disability benefits typically increase in a bad economy because many disabled people get laid off and can't find a new job. This year, about 3.3 million people are expected to apply for federal disability benefits. That's 700,000 more than in 2008 and 1 million more than a decade ago.

"It's primarily economic desperation," Social Security Commissioner Michael Astrue said in an interview. "People on the margins who get bad news in terms of a layoff and have no other place to go and they take a shot at disability,"

The disability program is also being hit by an aging population — disability rates rise as people get older — as well as a system that encourages people to apply for more generous disability benefits rather than waiting until they qualify for retirement.
Retirees can get full Social Security benefits at age 66, a threshold gradually rising to 67. Early retirees can get reduced benefits at 62. However, if you qualify for disability, you can get full benefits, based on your work history, even before 62.

Also, people who qualify for Social Security disability automatically get Medicare after two years, even if they are younger than 65, the age when other retirees qualify for the government-run health insurance program.

Congress tried to rein in the disability program in the late 1970s by making it tougher to qualify. The number of people receiving benefits declined for a few years, even during a recession in the early 1980s. Congress, however, reversed course and loosened the criteria, and the rolls were growing again by 1984.

The disability program "got into trouble first because of liberalization of eligibility standards in the 1980s," said Charles Blahous, one of the public trustees who oversee Social Security. "Then it got another shove into bigger trouble during the recent recession."

Today, about 13.6 million people receive disability benefits through Social Security or Supplemental Security Income. Social Security is for people with substantial work histories, and monthly disability payments average $927. Supplemental Security Income does not require a work history but it has strict limits on income and assets. Monthly SSI payments average $500.

As policymakers work to improve the disability system, they are faced with two major issues: Legitimate applicants often have to wait years to get benefits while many others get payments they don't deserve.

Last year, Social Security detected $1.4 billion in overpayments to disability beneficiaries, mostly to people who got jobs and no longer qualified, according to a recent report by the Government Accountability Office, the investigative arm of Congress.

Congress is targeting overpayments.

The deficit reduction package enacted this month would allow Congress to boost Social Security's budget by about $4 billion over the next decade to invest in programs that identify people who no longer qualify for disability benefits. The Congressional Budget Office estimates that increased enforcement would save nearly $12 billion over the next decade.

At the same time, the application process can be a nightmare for legitimate applicants. About two-thirds of initial applications are rejected. Most of these people drop their claims, but for those willing go through an appeals process that can take two years or more, chances are good they eventually will get benefits.

Astrue has pledged to reduce processing times for applicants' appeals, and he has had some success, even as the number of claims skyrockets. The number of people waiting for decisions has increased, but their wait times are going down.
"It's ludicrous to say that the backlog problem is getting worse," Astrue said. "The backlog problem has gotten dramatically better."

Patricia L. Foster said she was working as a nurse in a hospital in Columbia, S.C., in 2005 when she was attacked by a patient who was suffering from a mental illness. Foster, 64, said she injured her neck so bad she had a plate inserted. She said she also suffers from post-traumatic stress disorder.

Foster was turned down twice for Social Security disability benefits before finally getting them in 2009, after hiring an Illinois-based company, Allsup, to represent her. She said she was awarded retroactive benefits, though the process was demeaning.

"I have to tell you, when you're told you cannot return to nursing because of your disability, you don't know how long I cried about that," Foster said. "And then Social Security says, 'Oh no, you don't qualify.' You don't know what that does to you emotionally. You have no idea."

    • This claim is total BS because the government borrowed trillions from the trust fund over the past decade and just needs to pay it back. If its insolvent its because the government is failing to pay back its debt to the citizens of this country who paid in.

      the SS trust fund is in special issue Treasury Bonds. Yes the government uses these funds as part of the overall revenue to pay expenses, but the US has always paid its debt which include paying the needed funds to these special issue bonds.
      For people like Bachmann to say that the government should default rather than raise the debt ceiling is, in my opinion, treasonous

    • So take the people who were added to SSI and SS during the import of all those refugees who came here from over sea and were not born here but got it during the Reagan years.. over 15billion given in the 80's to people where running from their mess to the US.. many were farmer who were not given farm land and put to work but a house a car adn a check each month for doing NOTHING.. Then we have the dead people getting check that auto deposit that was at $10billion and guess what they gov didn't take back they let the BANKS keep it and still do.. SS was working then we turn it into bank check for refugees not for those who worked adn paid in to it and show be getting it. I was in college and for 5 month I was cut from getting my father SS death benefits but they were cut and it was very hard to cover my college and other who were going to college as well but for the refugees they were getting not just the same checks they got more money.. Many didn't like it some tried to get off the free money adn were told NO you will take the Money of go to jail.. Like what government makes a refugees take money but not do what they want which was farming? it was crazy adn it was draining SS and still is.. it has to be int eh trillions now in what the US paid to people who never gave into the systems and the Banks to this day are eating billions from these checks that are going to dead people .. gee and still were getting the bail out too.. extra money not not he book wonderful..

    • People who are aging, with no job, and impending illnesses, have nowhere else to turn to. What is the point of toughing it out anyway? The jobs are gone. I guess many of these people figure that they might as well get a piece of the plan they spent their lives paying into, before it goes belly up. After that, it will be hobo city. Maybe I can be A Number 1 someday, like Lee Marvin in ‘Emperor of the North’ and ride any freight line I wish. Man, I can’t wait.

    • This problem clears up by lifting the cap on FICA earnings. Employers should be required to have adequate workman's comp (including medical) when the disability is the result a workplace injury.

      I had to file for disability in Oct. 1978, as I developed an emotional,
      not cognitive, disability as the victim of the C.I.A.'s M K Ultra field
      experiments in mind control using LSD, BZ, et al hallucinogenic drugs,
      then Felony Assaulting, sometimes Battering them to observe their
      reactions. The C.I.A. wanted to test the ability of captured American
      soldiers to stand up to the various types of torture when subjected
      to beatings under the influence of scopalamine, sodium pentathol,
      etc. LSD has the same truth serum producing effect as sodium
      pentathol does in that it inhibits any conscious ability to repress
      thoughts. Before a person can accurately describe some fact
      vocaly they need to be able to think of it subliminaly first. The C.I.A.
      surreptitiously experimented on American citizens and Canadian
      citizens too. Canada enacted legislation awarding their citizens
      monentary damages as the result of the surreptitious experimentation
      without their advanced knowledge & content. To my knowledge,
      that hasn't happened in the USA. F.O.I.A. released C.I.A. documents
      revealed that there were 5 target populations of these CIA LSD
      drugging/Assault (& Batterings): Uniformed military soldiers in Viet Nam.,

      Civilian DoD personel such as Dr. Olsen who was drugged, Assaulted
      then thrown out a window to his death in a Murder 1 to silence him
      because he expressed he would expose their evil. Prison inmates
      w/o kin. Mental institution inmates w/o kin. Psychology majors at
      universities as S.U.N.Y. who had registered high I.Q.s expressing
      an interest in studies in paranormal psyche. The C.I.A. has also
      been experimenting with Remote Viewing as a parallel program
      to MK Ultra. LSD has been known to heighten select people's I.Q.
      and so they were also experimenting with it as an intelligence
      raising drug. I fell into target population #5. My major was Psyche.
      I had latent E.S.P.genetic traits which became full blown traits once
      I had 20 of the 2 million doses the C.I.A. contracted the Sandoz Corp.
      to produce for domestic distribution here in the USA and Canada.
      As usual, the American C.I.A.'s surreptitious MK Ultra program was
      totaly criminal in nature. I was later drugged to make me vulnerable,
      then mugged in a 2nd degree Felony Assault. It took surgery to excise
      the small glass encapsulated foreign object which they stabbed into
      the back of my neck. The pathology lab report the surgeon handed me
      revealed there were radioactive properties in the flesh cut out of my
      neck which was the muscle tissue just above the spinal column. And
      that the glass encapsulated foreign object stabbed into my neck had
      disintegrated to release a radioactive element. I'll obtain permission
      from a Federal Judge here in Syracuse New York eventualy to sue
      if possible. The normal 5 years has passed because these torts
      occurred between 1968-1976, though the damages resulting from
      the unlawful experimentation will only end with my death which is what
      my disability is based on. I still have evidence to back all this up every
      foot of the way...Short of a private bill passed by Congress, the U.S.
      Court is the only venue where I can obtain any remedy at law for this.

      The 5th Amendment clause explicitly stating " No private property
      may be appropriated for public use without just compensation " has
      been a matter that the C.I.A. has wiped their asses with since 1950.
      It only took the C.I.A., 3 years from it's inception in 1947 to start to
      target Americans for Felony Assault from 1950 through the 1980s
      in their MK Ultra program (which was revealed between 1974-1976.)

      In 1980, the C.I.A., (which has bragged it owns every major Corporate
      TV personality) & the FBI combined with WSYR TV Corp, (an ABC
      network affiliate owned by Capital Cities) to engage in Labor Trafficking
      by involuntary servitude w/o pay, to dominate my entire life, overwhelm
      it so completely through their Organized Crimes for profit totaling 51
      Felonies, including (6) B Felonies, and (2) A-1 Felonies, to prevent me
      from escaping their Slavery violating the NYS Organized Crime Control Act.

      The Syr FBI has Stalked me off of 42 jobs since 4/92 when supervisor
      Lester AmanTrespassed into tge S.Geddes st branch of the Onondaga
      County Library, showed his official FBI I.D. demanding they surveil me as
      FBI vigilantees after slandering me a " bank robber ", " income tax evader ",
      " copyright infringer ". On other work sites FBI agent, current superviser
      Phil Luny slandered me a " Communist ". Now slanders me a " terrorist "
      3 of Luny's FBI agents Brent Snow, Jason West, Dave Vigliotti Stalked
      me off my job at Cam's Camilus Pizaria in Aug 2006 after telling me: " The
      FBI OWNS you Fick " and " You're OUR property Fick, you have no rights ".
      Their WSYR Racketeering Co-Conspirator Dan Cummings has told me I'm
      his " commercial property " at Dorian's pizza. At Georgio's Restaurant, in
      2004-2005, Luny sent 2 more FBI agents, one of whom made witnessed
      Murder 1 threats. I've survived 4 Attempted Murders in Syracuse. NY from
      7/15/90, 7/26/96, 7/1/09, 1/17/10 by crack dealers the FBI used to Assault me.

      I've been typing up a formal complaint of Enterprise Corruption & 4th Degree
      Money Laundering/ Conspiracy committed by FBI supervisor Luny/WSYR
      Cummings to file with the NYS Attorney General's Office for their Organized
      Crime Task Force arm to investigate for Grand Jury Indictment & crim pro
      secution of the Syr FBI/WSYR, & several former employers (RCJF et al).
      Because of Dan Cummings' funneling Capital Cities Bribes into the hands
      of all those he 's hired through Commercial Bribery 1st debree, Bribery 2nd
      degree of public officials, and Rewarding Official Misconduct 2nd degree of
      corrupt FBI & crookedf cops, I haven't had the equal protection of the law
      or equal Justice in the Courts here in New York, since 1975 when the FBi &

      So, being smart plus going to a school of higher learning made you a lab rat eh? MY HS guidance counselor tried to shove me that route but I wanted to take automotive class and architecture at a nearby highschool since ours was a farm club for colleges.

      I've been on full disability since a horrendous series of poundings delivered me by a 1,000 pound bale that bounced up & down on me 3 times plus threw me forward then slung my chest hard into the ground, causing multiple tissue strands to form and begin pulling my heart lungs and spine all out of positions. I doubt you were subjected to an internal Medieval rack such as I was by all that endometriosis strands ratcheting up, but your trials do sound awesome also.

      I was finally able to doctor myself to where my major foot-ankle damage was corrected, but by then my body had become stuffed with bacteria, Lyme's, and cancers were already on my plate. Then from not being able to do any aerobic exercises for 15+ years I went into full Gout that ripped the insides of my arteries & veins with razor sharp crystals, which is what Gout is.

      As a natural response my blood vessels packed cholesterol on all the damage places, raising my blood pressure to 245/140+ that lasted 3 years, then for extra measure two diagonally-opposed pre-cancer lumps raised up inside my nostril causing a waterboarding effect on every inhale and every exhale. Five Ear Nose and Throat "specialists" said nothing was wrong but in September 2007 the lump on the inside decided to GROW, and when it did I grabbed onta it with needlenose pliers and ripped the sucker out, pulling some surrounding flesh & blood along with it.

      You had people directly assault you, and that's real bad, but I had doctors withhold needed medical assistance trying to passively kill me PLUS THEY MANAGED TO DAMN ME TO MY FAMILY AND RELIGION (JW) portrayed falsely as being Lazy and a hater of my Faith from the Bible.

      Yours was bad, no doubt there, but mine destroying my life with those around me has been even worse, in my opinion. So you will likely not succeed against your tormentors any more than I could convince doctors to give me some simple treatments that would've helped me get my legs back under me but, Bible Prophecy is clear we are up against the promised Armageddon that will clean the planet of all these people, and YOU CAN WIN BY LIVING THROUGH IT IF YOU ACCEPT JESUS AS YOUR NEW RULER, THE KING OF GOD'S KINGDOM ALREADY IN POWER.

      Cameron, creator of the "psychic driving" concept, which the CIA found particularly interesting. Cameron had been hoping to correct schizophrenia by erasing existing memories and reprogramming the psyche. He commuted from Albany, New York to Montreal every week to work at the Allan Memorial Institute of McGill University and was paid $69,000 from 1957 to 1964 to carry out MKULTRA experiments there. In addition to LSD, Cameron also experimented with various paralytic drugs as well as electroconvulsive therapy at thirty to forty times the normal power. His "driving" experiments consisted of putting subjects into drug-induced coma for weeks at a time (up to three months in one case) while playing tape loops of noise or simple repetitive statements.       Not here. Years ago when they saw I wasn't getting better, they started a secret database only doctors can access whenever a new patient shows up. They began giving me minimal medical care.

      I've been doing my best to naturo improve with self-diagnosis and self-treatment... once I realized in 2002 what they were doing, but by then the athero and arterio had entered pre-death crisis level. And in 2001 my heart was sometimes taking a bad bounce and shoving blood backwards back to the lungs every so often.

      Their touted heart center waved good-bye to me and sent me home to die, no drugs, no pacemaker, no nuthin'. hahahaha God took care of me. In fact just this past week I stumbled on the way to cause EVERYBODY'S "SUPERMAN GENE" TO BE TURNED ON 100%. I combined Gugglesterones + Bulasterone + Turmeric.

      Been walking great, feeling great, lifting weights, and basically I haven't felt this awesome powerful since I was 14 years old. I do not know yet just how much it might help my damaged heart BUT I FEEL AWESOME, 14 YEARS OLD AGAIN.

      The law is a powerful weapon. With 55 Felonies (minimum) having been
      committed violating State penal and Federal penal statutes 95% of which
      are criminaly actionable, I have the law on my side. So long as the people
      I'm contacting do their jobs professionaly, I'll have the NY Government on
      my side too. I won't have any problem. They won't sit still when they see the
      massive corruption of public officials and police by Luny/Cummings that
      they used to continue their official Organized Crime they've inflicted on me
      since Slavery since sometime in 1980, and the FBI 1st degree Assault and
      1st degree Reckless Endangerment of Life they bagen in Summer 1975 in
      Oswego, New York. It takes Organized Law to combat Organized Crime.
      When the official Organized Crime is based on an FBI Hate crime, involving a
      Racketeering profile of Murder Conspiracy and 4 Murder 1 and 2 Attempts
      involving Gang Assault 2nd and 1st degree, they can't ignore it. The DOJ is
      exstremely corrupt and a bad joke which never suprevises their FBI pit bulls.
      They have the scandle of the century that the major USA neswpapers will not
      want to ignore either. USA Today ran a series of articles top dead center on
      their front page beginning 9/21/2010 which exposed what my case is based on.

      I grew up being taught that also, that the law is a powerful weapon. I have however found out it doesn't work for Jehovah's Witnesses. So since you aren't one you may have a good chance. Given the extent of your injuries your settlement should be right substantial.

      I won't be getting one for mine. All those who decided to trash me and my young sons (young when it started) are all free men... til Armageddon happens. They are not holding very good cards. And you could be slugging away with these guys and also miss the boat worth being on. Just a thought. Don't win the battle only to lose the war.

      put them through. The effects on their bodies and health from torture are the

      You certainly have a good memory. I was left with many memory shortcomings been battling my way back getting them restored, but people like that sure do leave a deep impression. I had an experience in 2007-2008 the heatpump coils were leaking freon from many pinholes. Maintenance men kept loading the heatpump again & again but the stuff was being pulled in here. An easy mistake.

      My heart was deprived of oxygen an increasing over many months, til the first warm day in 2008 almost took me out, oxygen too thin. They ran a window unit up here and I survived but a few weeks later I was sitting on the couch, feeling really fine actually so there wasn't any need for help, I thought. Well, suddenly something slapped me dead center in my chest, reached in, and when it came out it felt like a fat bolt was also pulled out. All of this was invisible but buddy, my heart and chest felt GREAT for a long time afterward.

      I think I was given a foregleam of how the angels at Armageddon will go around stopping everybody's heart who doesn't have a proper mindset to be wanted around any longer. You may be headed for a big loss even if you win, and lose forever.

      I understand your desire but my desire is to stand back and watch my God's son Jesus do the work. That's why I was enabled to invent so many engines that do not pollute the earth, and I have many more of those than any man should ever have. Peace of mind that issues from Jehovah God is a very fulfilling thing to possess. My mind was freed of the pain, and my family also of my JW Faith knows everything is going to be put aright by a much higher Court, one every person who worked so hard to harm us will not escape an angel's fast hand.

      I can wait.

      But my wait will not be very long. A little-known verse in the Old Testament came to light for us several years ago but I was out very ill and didn't hear of it til last year. Exodus 1 verse 6. That understanding no other religion on earth knows its full import gave us the key to know how close Armageddon is. As for your "vendetta" well, I would encourage you to go on seeking justice through the courts, AND YET learn our beliefs and survive Armageddon by making a course correction in your hearts. You can do both.

      I appreciate your skepticism, but the mathematical analysis by the GAO, CBO, and Trustees themselves seem to all confirm the 2017 date (including future revenues) without other adjustments.

      Now I don't anticipate it actually going insolvent in 2017, but arming ourselves with the honest facts of the matter is absolutely necessary if we are to combat the people that would look at the same set of facts and conclude that the system should be dismantled in 2017 and not fixed.
