Cheney says he signed the resignation letter in March 2001, just about two months after taking office. He says only President George W. Bush and one of the vice president's staff members knew the letter existed.
Cheney says one of the reasons for having a resignation letter on hand was his history of health problems, including multiple heart attacks. He says the letter could have been used if he had been incapacitated by a heart attack or stroke.
Cheney discussed the secret letter in an interview with NBC News to promote the release of his memoir.

I'm hoping the lawsuits that seem to be going forward with Rumsfeld lead to greater repercussions for primary members of the Bush Administration. The biggest and best change for this country would be to see Rumsfeld, Cheney, Bush, and Wolfowitz stand trial for crimes against humanity, bribery, and outright lies. What an unparalleled precedent for this country that would be.
I certainly do attribute those people with the likes of the SS in Nazi Germany.

This guy should be on trial for international war crimes, with his buddy Dubya. (I’ll bet their travel plans have been curtailed since it became known that there are many people waiting to slap a subpoena on them in other countries). But, then again, they’ll be surrounded by protection and nobody would be able to get near them anyway. The fix is in, the torch has been passed, (to Obama), and nothing has changed.
Cheney is still supporting water-boarding torture, which he gives credit to for providing Obama with the information to find Bin Laden. He is and will remain unrepentant. Now that Obama is privy to all the secrets, we don’t hear so much from him about bringing Cheney and company to justice. Like Al Sharpton said on MSNBC this morning, Cheney sure picked the wrong moment to come out and remind people about why they voted for Obama in the first place. I’m sure the Republican "presidential" wannabes that are currently tripping over one another don’t need any distractions, they have enough trouble holding themselves together as it is.
