There's really no rational reason to feel compelled to feed into tribalism when it comes to 9/11. It was a massive crime, and no one should have to feel the need to identify with the people whom the FBI, the Justice Department are trying desperately cover-up, just because they may have some vague cultural association or don't want to be politically incorrect..

I believe it was NORAD command center or some other center of alert where they were entirely confused by the situation since many of the protocols were focused on being attacked by a Nation-State and not by some small group of hijackers. As a result, they mistaken the attacks as an attack by Russian forces. Again, Cold War commands remained in place at the time. Even documentaries like Fahrenheit 9/11 mention this.
