From the article: “[Gessler's suit] would disproportionately affect the elderly, young voters, low income voters, the disabled…That’s not uniformity,” Dumm told the Colorado Independent. “These are legally registered voters. There’s a huge number of people who voted in the presidential election of 2008 who didn’t vote in the off-presidential election of 2010. They’re still registered. He’s creating a new class of voters.”
