One of the dumbest things Rumsfeld ever said was, "You go to war with the army you have." Wrong!!! You might respond to an invasion with the army you have but if you are starting the war you wait until your troops are trained and have all the necessary supplies including what is needed to keep them as safe as possible.
It is also usually better for all concerned if there is some reason that you are going to war. Some real reason!
