WASHINGTON — US President Barack Obama said Friday he is sending 100 combat troops to central Africa to help and advise forces battling Ugandan Lord’s Resistance Army rebels accused of rape, murder and kidnapping.The US troops, subject to the approval of national authorities, could deploy in Uganda, South Sudan, the Central African Republic and Democratic Republic of the Congo, Obama said in a message to Congress.
LRA rebels are accused of terrorizing, murdering, raping and kidnapping thousands of people in the four nations, and tens of thousands of people died in their 20-year war with security forces in northern Uganda.
“These forces will act as advisors to partner forces that have the goal of removing from the battlefield Joseph Kony and other senior leadership of the LRA,” Obama said, but warned they would not lead the fighting themselves.
“Although the US forces are combat-equipped, they will only be providing information, advice, and assistance to partner nation forces.
“They will not themselves engage LRA forces unless necessary for self-defense. All appropriate precautions have been taken to ensure the safety of US military personnel during their deployment.”
The president said a small group of troops deployed on Wednesday and that additional forces will deploy over the next month.
Kony, accused of war crimes and wanted by the International Criminal Court, appears to have dropped any national political agenda and in recent years his marauding troops have sown death and destruction in the region.
The civil war effectively ended in 2006 when a peace process was launched, but Kony and his top commanders continue to commit atrocities in remote areas of neighboring countries.
General Carter Ham, the head of US Africa Command, said last week that his best estimate was that Kony was probably in the Central African Republic.
Obama said in his message that the LRA had “murdered, raped, and kidnapped tens of thousands of men, women, and children in central Africa.”
“The LRA continues to commit atrocities across the Central African Republic, the Democratic Republic of the Congo, and South Sudan that have a disproportionate impact on regional security,” he said.
In 2009, the US Congress enacted a law expressing support for increased US efforts to mitigate and eliminate the threat posed to civilians by the LRA.
And a year ago, Obama presented Congress with a plan to disarm the Lord’s Resistance Army.
The scheme was meant to promote the “defection, disarmament, demobilization, and reintegration of remaining LRA fighters; and… increase humanitarian access and provide continued relief to affected communities.”

Wow seriously people, I don't see whats wrong with sending a small force of 100 soldiers to help the Ugandan Army stop a really horrific group of rebels plaguing the region. Kony and the LRA have a truly horrific reputation for burning villages, forcing the recruitment of children, chopping limbs of people, etc, etc. The LRA is not just plaguing Uganda but it has now spread it's operations into the DRC and the Sudan region. This operation by the US army is more of a goodwill mission than some malicious plan to take over Africa. I mean what interests does the US have for escalating and taking over all of Uganda? Does the US now have a terrible hunger for Ugandan Coffee now?? We have about that same number of troops in Poland and have we escalated those numbers to takeover Poland? Of course not. Seriously, the cynical attitude is getting cartoonish now. I will bet everything that the US won't be using this operation to takeover the entire region since there would be nothing to gain.

I dont listen to right wing news I am basing this on what I see here on current. I would also like to point out that even you admission in your statement to me that only half on the left is speaking out. What happened to the other half? I also watch, on occassion, hardball and I never see him speak out against the wars. Now I certainly dont watch him every day but I do see him a couple times a week and he still gets that tingly feeling for obama up his leg. Because I am not on here as often as I used to be by all means if there are stories posted here on current with a majority of the people speaking out AGAINST obama and his continuation of Iraq, his escalation of Afghanistan, bombing of Libya and now Uganada, please feel free to post the links so I can see them.

Yes they pose a threat? The yacht incident was off the coast of Somalia, I thought.. But you're right about foreigners being kidnapped. Two Spanish women were just kidnapped in Kenya. By Al-Shabaab I believe.

The US has acted as an adviser many times to many countries. Uganda is also welcoming the 100 troops. (A tiny, tiny amount.) I believe their foreign minister described this as "well overdue." And considering the Lords resistance Army has been terrorizing Uganda and surrounding countries for over 20 years, making this region one of the most dangerous in the world; I'd say no, they can't do this on their own.
