Speaker Boehner Says GOP Won't Allow Savings From War Drawdowns To Go To Jobs Program

WASHINGTON (AP) _ With a special deficit-reduction supercommittee floundering, the top Republican in Congress warned Thursday that he won't permit savings from winding down the wars in Iraq and Afghanistan to pay for President Barack Obama's jobs spending agenda.

Democrats on the deficit panel proposed last week to use war savings to pay for a $300 billion jobs program along the lines President Barack Obama wants, plus take steps to protect the upper middle class from the alternative minimum tax and extend financing for doctors who treat Medicare patients.

"I've made it pretty clear that those savings that are coming to us as a result of the wind down of the war in Iraq and the war in Afghanistan should be banked, should not be used to offset other spending," said House Speaker John Boehner. But the Ohio Republican did not address whether war savings could be used to extend expiring tax cuts such as popular business tax breaks or Obama's expensive proposal to renew payroll tax cuts that expire at the end of December.

Boehner also said he's frustrated that all six supercommittee Democrats have yet to unite around a specific plan, even though there's now less than a week before the panel's official deadline.

      You make numerous valid points, some I don't understand but the elite have COMPUTERS that keep a running tally on what everyone purchases. They can PUNCH UP STATISTICS every second of the day telling them immediately how many paid a high-ticket movie, a high-ticket car, a home, they know we spend a trillion on theater entertainment & Netflix annually, and any time someone DARES COMPLAIN they push that button and heave the vomit of our own statistics in our face.

      ESPECIALLY THE EXPENDITURE FOR ENTERTAINMENT THAT INCLUDES EVERY NEW iPOD, EVERY NEW VIDEOGAME, EVERY NEW CAR. Kenny makes good points and so do some others, and so did Martin Luther King it has to be NON-VIOLENT STUBBING UP, SHUTDOWN THE CASH REGISTERS.

      Europe's trucking industry did it once and it worked exceedingly well for them as I recall, but over here the truck drivers are all separated apart and also separated between the company drivers and Owner Operators so there can be no such trucking shutdown in the US unless the Purchases come to a grinding sudden halt.

      Which is a total WASTE of me even typing because we're now entering the holiday shopping season and there isn't a single solitary soul who will not buy a Christmas tree and stockings filled with goodies for their chimnet mantle or something, not a single soul who won't take their girlfriend to a holiday movie so he can GET LAID GOOD LATER.

      But, that is exactly what it would take a total shutdown of Cash Flow to the elites pockets. It was the answer for stopping the Vietnam War also and you see how that worked because it didn't => they did it THE BUTTHEAD WAY, the Hard Way, protests, when all anyone had ever need do was stop Purchasing Stuff. I am not an anarchist nor a protest leader of any sort but my disability check prevents me from buying all that stuff ANYWAY.

      What good it does? Not any. I canceled Netflix, stopped going to all movies, repair stuff myself or throw it out in the dumpster. I have spent much time on Current explaining how a car engine can be converted rather easily to being a 100% non-crude-oil-using engine using Steam instead but that has had also a zero effect. Obviously I must be a Loser so you all make sure I remain a Loser cause it makes ya FEEL WARM & COZY LOOKING DOWN AT UNSUCCESSFUL LOSERS.

      The Elite know that as every year passes another bunch of young people wants to get laid following a movie and a meal & el vino right of passage and all that there stuff they earned by surviving highschool gym... and they don't realize what all of us do so they say WHY ME? WHY SHOULD I BE THE FIRST IN THE WATER OF NOTHING? The elites at the top of their shiny pedestal pyramid towers just sit back and laugh at the utter, complete futility of the situation.

      So you guys can continue laughing at me when I say JESUS IS OUR ONLY HOPE against this "Elite" because they are also the Bible's Anti~Christ. They have gained the superior high ground because they were directly-inspired & -instructed by Satan decades ago. AGAINST THEM YOU WILL NOT EVER WIN, ONLY JESUS, AND HE IS ON THE WAY RIGHT NOW.

    • OK, we were borrowing money to pay for the wars. So supposedly we stop the wars, and then we stop borrowing money to fund the wars. But the Democrats want to keep borrowing the same amount of money, just spend the borrowed money in a different way. But the deficit does not change, the national debt continues to rise. When the goal is to reduce the deficit and the national debt you have to stop borrowing money for EVERYTHING! We are borrowing money now, there is no savings!

      There is one bit of good news, and it is rather important. Working people pay taxes and those taxes are revenues. The key to a productive economy is productive workers. Soldiers are certainly productive in World War, but less so in times of peace. In times of peace the most productive workers should be inventing, designing and engineering. The work of these people pays back into the economy, and is worth every cent.

      Within the past 2 weeks, I blogged a news article here on Current.com
      that explained in detail, and very simply for all to understand, why the
      Fed's bogus system of debt based currency is a Ponzi Scheme: Since
      the Government will always have to borrow more money than actualy
      exists to pay for the loan interest + the money itself. Thus, while the
      vast amount of money needed to run all Government programs has
      ballooned out of control because of the inflated devaluation of the $$
      itself, as the bogus interest compounds, it's added as loan principle.
      So a vicious cycle ensues where the interest payments per se will
      actualy total more than $2.3 Trillion, which is all the IRS collects each
      yr.from everything & everyone. Meanwhile, the Fed , which owns the
      vast majority of the national debt IT, not the U.S. creates, buys up
      the USA at an alarming rate. People like H.R. Reps Kucinick, Paul,
      Senator Sanders, former H.R.Rep Greyson...All these people know
      the collossal scam that's been perpetrated on American citizens for
      almost a century now. Yet Corporate bean counters like Boehner
      wouldn't dream of doing the right thing by pulling the plug on their
      Fed Bankster buddies. Because of the Fed they lavisah $13 Billion
      on themselves each year. They can't know the reality of the 99%,
      Boehner dreams of being part of the 1%. They own him.

      This isn't about "borrowing" any more money.

      There is a distinct difference between the debt and the deficit. Just to use as an example, both Social Security & Medicare can and do contribute to the DEFICIT, but not the DEBT.

      The manner in which they do so is rarely discussed or made clear.

      Any surplus from either of these programs is invested in specific types of Treasury Bonds, available to no other part of the government. Both represent Intra-Governmental debt (as opposed to Inter-Governmental debt, which we owe to other countries).

      These bonds, through a quirk of accounting, represent liabilities, because they are a future promise to pay. They are bonds that are already bought & paid for, representing a debt the same way your savings account (remember those?) represents a debt by the bank to pay you your money when it is demanded.

      You have already paid for it, and in agreement for allowing the bank to use it to invest, you are paid interest.

      This is only a problem if the bank decides to take your money and lose it all at the roulette tables. Either way, it's not YOUR problem, it's theirs. This is why the government banks this surplus as bonds. It keeps the surplus secure, and the owners of the surplus, namely the Social Security and Medicare recipients who are getting their own money back, know that the money to pay them will always be there.

      The deficit is the difference between the amount of money taken in by the government, (i.e., receipts) and what the government has to pay out, called outlays.

      The money that is then borrowed by the Treasury to pay the government's bills, such as bonds sold to investors, along with the bonds sold to the government trust funds, the intra-governmental debt. All combine to become part of the NATIONAL DEBT, which essentially represents ACCUMULATED DEFICITS.

      It would not be a good thing to have no deficits at all because that would mean that the government trusts funds would have no surpluses to invest in bonds.

      Reduced borrowing is only one way to reduce the deficit, and not a particularly good one by itself. Increasing taxes, or at the very least demanding corporations like GE, Exxon-Mobil, BOA etc. pay something in excess of 0% combined with budget cuts would help.

      What tics so many people off is all the GOP wants to do is reduce the deficit by cutting programs that help the middle and lower classes. They will not even consider raising (or even collecting) taxes from their wealthy donors which would also help reduce the deficit. There is no rational or moral argument that can be made to support such a twisted, self-serving point of view.

      Be careful what you wish for because that's where we are headed. The reason other countries have so many parties is because there are so many different interests that demand representation. The TParty are the harbingers of what is to come. Given our current political situation It's not so hard to envision a liberal version of the TParty splitting off from the democratic side because they perceive their representatives as too conservative. Instead of two parties, we end up with four none of which can generate enough support without aligning with their conservative or liberal "parents". To be honest I don't know if this would be good or bad.

      Yes I agree. I saw the post but have not been on all that much. Have been doing a lot of video editing and have not been on line all that much for the last week. Congress is not the place for enhancing one's personal wealth and if there were heavy penalties for so doing, more than half our government would be paying fines or doing time. They got elected to serve the people, not themselves.

    • Boehner is correct. The debt that we are carrying, $15 trillion+ now, will never improve if we end programs in one area only to spend that money in others. We need to use the money we save through the cutting of programs to retire the national debt. I don't see how anyone cannot see this, it is a plain as the nose on your face. It does not mean that Beohner is against jobs programs per se but common sense says that we have to deal with the debt we have first. Duh.

      Yes. That "bailout", along with the others, never should have happened. I have said it before here and will say it again.
      He didn't give "enormous" tax cuts to the wealthy. I spent a lot of years in public accounting servicing what you would consider "wealthy" clients and businesses. They pay a HUGE amount in taxes. The problem exists, I believe, not so much in the Federal tax rate but the compliance costs of doing business which acts as a hidden tax and the myriad taxes that are capped on to such things as cell phones, sales tax + property tax etc. Right now about 47% of the filers pay no FIT. Even if we taxed the "wealthy" at 100% we would not retire the debt. We have a spending problem and we have a moribund economy both of which contribute to the problem. It will not be solved by taking money from A and giving it to B.
      I criticized Bush when he went to Iraq and AFG. I still don't know why we are in AFG. Money had nothing to do with it. I didn't and don't think we should have gone or be there.
      My feelings on this issue don't have anything to do with party. I am not a Republican or a Democrat. I am one of those unpredictable Independents. I believe that the government is too intrusive and needs to be much more limited, the tax code needs to be scrapped in favor of a flat percentage applicable to everyone regardless of income, people are, or need to be, responsible for their own destiny not hand held by the government, all money from corps, unions, pacs, and the very wealthy need to be out of politics among other lesser things. I do not believe in socialism, communism or statism or many of the other isms.
      You guys have to stop living in the Bush administration. Actually I am surprised that I spent as much time on your question as I did. I must be in a tolerant mood. What Bush did is really not relevant in this discussion. Obama ran on transparency, and not business as usual. Actually the same thing they all run on. He lied, no surprise, not because he is Obama but it seems to be the nature of the beast. Perhaps a chicken and egg conundrum but anyhow..this is Obamas economy. Anything that Bush or Clinton did does not mean that Obama should do it also. Following this rationale would mean that we should jump off the roof of a tall building because the guy down the road did so.

      The wealthy elite have been receiving tax cuts over and over since John Kennedy was President to about 50% of what they used to pay. That is a huge amount!

      During that time we have been militarily involved in Viet Nam, Laos, Cambodia, Thailand, the Phillipines, Indonesia, Afghanistan, Pakistan, Kuwait, Oman, Yemen, Kenya, Sudan, Somalia, Iran, Iraq, Arabia, Panama, Chile, Peru, Cambodia, Nicaragua, Honduras, Bosnia, Croatia, Libya, Georgia, Serbia, Montenegro, and Granada. (And how many more secret ops?)

      I don’t believe your claim that 47% of filers pay no taxes unless of course you are referring to Exxon, GE et al. Your comments about other business taxes is incorrect because they are not paid by the business. Business taxes are paid by the customer.

      If you think a flat tax is good then you are ignorant, greedy, and selfish )(*&%%^. A progressive graduated income tax is the only “just” tax method.
