The Senate amendment, which has a recent House counterpart, would give Congress and states the authority to regulate money spent in federal and state political campaigns.
Franken formally signed on to support the Senate amendment last week. It was proposed at the start of November by Sen. Tom Udall of New Mexico.
“Minnesotans’ right to fair and transparent elections have been severely compromised since the Supreme Court held that American corporations can spend unlimited amounts of money on elections ,” Franken told the Minnesota Independent in an email. “This constitutional amendment would authorize Congress to regulate the raising and spending of money in federal and state campaigns, which is why I strongly support it.”
The move comes as a slew of new Super PACs have raised millions of dollars in anticipation of next year’s presidential and congressional races.
In order to become part of the U.S. Constitution, the amendment needs to pass both house of Congress by a two-thirds majority, and then be ratified by three-fourth of state legislatures within seven years.
Here’s the text of the Senate amendment:
‘Article–
‘Section 1. Congress shall have power to regulate the raising and spending of money and in kind equivalents with respect to Federal elections, including through setting limits on–
‘(1) the amount of contributions to candidates for nomination for election to, or for election to, Federal office; and
‘(2) the amount of expenditures that may be made by, in support of, or in opposition to such candidates.
‘Section 2. A State shall have power to regulate the raising and spending of money and in kind equivalents with respect to State elections, including through setting limits on–
‘(1) the amount of contributions to candidates for nomination for election to, or for election to, State office; and
‘(2) the amount of expenditures that may be made by, in support of, or in opposition to such candidates.
‘Section 3. Congress shall have power to implement and enforce this article by appropriate legislation.’.

the only way we are going to get true democracy in action is to take out the loudest voices and reduce the rhetoric to levels that allow for ideas to be discussed.
here is the plan:
1) take private and corporate contribution out of the game entirely. all it does is allow the candidate with the most money to win.
2) all candidates through the primary process will be allowed equal time and forum's to put forth their point of view, and ideas.
3) once primary voting has taken place, the municipal, state, or federal government, as is appropriate to the race, will give an equal amount of money to the candidate's to spend on travel and promotion.
4) radio and television advertizements will be mandated as PSA's and that air time must be donated to the individual campaigns in equal parts.
5) print media will be treated the same as radio and television.it is only when we take the ability to buy elections out of the hands of the corporations and enormously wealthy that we will regain our democracy. as it is now, you can almost determine who will win by how much money they have. that is not a democracy.

Actually, the fault is pretty much equal on both sides of the isle. There is too much corruption in govt and very little innocence. In this day and age, getting into politics has just become a quick way to get rich. This is obvious when you look to see how many of our 'elected ' officials are multi-millionaires. The fact that most are republican is a fact not lost on most, although the dems are not to be left off of this list.

Here are Al Franken's donors from 2007-2012. GE was 2nd (they didn't pay taxes in 2010 did they?) And he's also received money from News Corp (Rupert Murdoch), law firms, and MOVEon.org.
So again, limiting is a good start, though it really won't get rid of all the influence altogether. So my concern is that should this pass we won't get anything else and we need to get to the point where special interest influence in any form is out. My question is why can't they just do what is right on the whole right from the start? That addiction must be really strong.
Also, if you are to limit corporate donations, you can't have a president who will then appoint i.e. MONSANTO or GE execs to important policy positions where they can still influence policy. That was my point on ALEC at the state level. Kind of defeats the purpose a bit.

Funny how things work...there are protests in the streets in cities around the country. People are fed up with the greed shown blatantly by elected and non-elected officials, laws that allow even further corruption by companies being able to literally "buy" an official. I agree with you on this issue. I can suggest something that may satisfy the DOMA dogmatics and maybe put the issue to rest. If they don't want to call it marriage, they can call it something else, like Legal Union, or whatever is agreed upon by both sides. The one thing that should be addressed are the same legal rights a man/woman union enjoys. If both sides can compromise on the name, as long as the legalities are the same, it may go a long way satisfying those who oppose.

I would suggest that all candidates, PACs, Foundations, churches, etc, that participate in political activities have to pay income tax and social security/ medicare tax on their incoming donations.

That is indeed important. We need to know where the money is coming from. My guess however, is all the special interests would still try to conceal the money even if such a provision was in place. After all, cardboard boxes of cash proved untraceable in Iraq, I am sure it could be applied locally as well.

My interpretation of the language here is that Federal Elections will be under the sole purview of the National Government. States may set limits in their own procedures, but they would have no authority during National campaigns or elections. This has been a long time coming as I have noticed recently the dastardly attempts to suppress voting rights on the State level and it even effects Federal Elections. There needs to be a single nationwide standard regarding Federal Elections.

I fail to see the ambiguity. There are two distinct sections, the first of which covers National Elections and the second which is solely restricted to State Elections. It is also my understanding that ALEC, as a lobbying entity, cannot contribute any money to any campaigns anywhere at all.
