Abandoning Justice in a down economy: Pelham GA jail lets 17 year old die, then the rest of the state decides to transfer overcrowded prisoners there

The Reddit it post in the link describes the personal story of an individual who was recently housed at the Pelham GA city jail. The post describes abuses by the staff which include: denying access to medication, housing inmates in toxic enviroments, denying prisoner's access to their own doctor's contact info, and threatening the constitutional right to a fair trial of those individuals who decide to complain about their treatment. Despite popular belief, all detainees(especially those awaiting trial) are entitled to constitutional protections. Odd thing about the story is it is related to the same jail that housed Fabian Avery III, a 17 yr old who died while in custody:

While I won't argue that the kid was innocent, there is stil no reason why a 17yr who was complaining about being sick should have been thrown into isolation and allowed to suffer a slow painful death. So what did the brilliant state of Georgia decide to do after the unexpected death of a teenager? It sent in its officials from the Fulton County Sherriff's office and the GBI. Their findings? Everything is perfectly fine at the jail

Since everything was totally OK according to officials(not according to the people who actually had to stay there for more than a couple of hours), multiple counties throughout GA decided that Pelham is the perfect place to send their inmates once they overfilled their jails. I guess re-evaluating why the state incarcerates so many people was never an option

Pelham only charges $35 a day to feed, house, and transport its detainees. I guess one must give up a few basic human rights for such a bargain

Has GA really become so broke that it is willing to turn a blind eye to a place that, imo, killed a 17 yr old just so it can save some cash? Or is it just a sign of the times that a police state is needed so that ticket revenue can be utilized to boost a down economy?
