He is expected to hold a news conference at 11:00 (1600 GMT) in South Carolina to announce his exit.
Mr Perry is tipped to endorse former House Speaker Newt Gingrich for the Republican presidential nomination.
When Mr Perry entered the race in August, he briefly shot to the front of the pack before gaffes and poor debate performances set him back.
Former Massachusetts Governor Mitt Romney is the front-runner in the state-by-state race for the Republican Party's nomination to challenge Democratic President Barack Obama for the White House this November.
But recent opinion polls have shown a resurgent Mr Gingrich gaining on Mr Romney.
After finishing fifth in Iowa's first-in-the-nation nominating contest, Mr Perry briefly reconsidered his campaign before ploughing on.
He skipped campaigning in New Hampshire to focus on the conservative Republican state of South Carolina, but his message failed to take off in that state.

Will Perry's support go to Santorum or Gingrich, or be split inconsequentially among the candidates? Paul will eventually have to throw his support to somebody if he wants to play in the Republican party. Will he do this before the convention, or at the convention? Who will get his endorsement and when? Gingrich, Romney or Santorum? (And how many votes for Herman Cain will Colbert's campaign produce in SC).
These are my guesses. Paul will support Romney because Santorum and Gingrich can't win. Paul is smart enough to go with a winner. His only options are to support Romney; squander his chips on a loser; or run as a third party candidate. Santorums's 34 vote victory in the land that time forgot is not enough of a margin to make him viable in a general election for President, rather than Grand Inquisitor. Gingrich is too old; has too much baggage; and is starting to sound and gesture like Mussolini (it worked for Mussolini but it won't work for Gingrich).

My thinking was that the only two candidates who are really running for and want to be President are Santorum and Romney.
Paul is a symbolic message carrier.
Gingrich is a bookseller, speaker's bureau, influence peddling business, I mean he'll take it if someone hand's it to him, but I don't think he really believes he'll ever be President.
That's why I thought Perry would endorse Santorum. Especially after all that public praying and other god stuff he was spouting.
Oh well. But this does make for a more interesting race.

If you're willing to make a large bet, I assume you have a strong feeling about the matter. If he doesn't endorse one of the remaining candidates, what will be his role at the convention? In your opinion what do his supporters want him to do? What role do they want him to play in the general elcection? How about after that if A) Obama wins or B) The republican candidate wins? Will he be endorsing any of the congressional candidates?
