It's unfortunate that so few folks looked into this and left comments. Here's Jim Garrison's piece from Huffington Post:

I looked into what the press was saying about this, and went to the Federal Register website and downloaded the actual text of the Order. Considering the deafening level of background noise from all the contentious issues being screamed about these days, it's sometimes tough to see the underlying drift of our nation and our species. However, sometimes a pearl like this Order emerges to tell us what is of emergent importance to our "leaders." Laws and Orders, such as this Order and NDAA, are the distillate of all the clamour. They're not just "fluff," meaningless blabbering on paper done to woo voters, though there's an element of that. If NDAA and this Order are not dangerous in the hands of the progenitors - the current Congress and President Obama - they could be of awesome import in the hands of a President Santorum or President Romney, or someone even worse, over the course of the next 4 or 8 years. It would be flagrant ignorance to assume that President Obama has considered what would happen if these Laws and Orders fell into the wrong hands. They are already in the wrong hands - the hands of the very people who made them up - and they speak of the obsessions of these people themselves: a state of emergency where the Chief Executive and his subordinates in the Executive Branch have dictatorial powers, where any American can be subject to arrest, extraordinary rendition, and indefinite detention without trial and without the rights of habeas corpus or speedy trial, otherwise guaranteed by the Constitution. To top it all off, mass detention centers have been mandated by law, and recruitment has begun to staff them.
And what would trigger the transition: the usual suspects, War and/or Financial Collapse. World War, or World Financial Collapse. We know the Financial World is collapsing. But we're over here, and the World War is gaining momentum half way around the world: Afghanistan, Pakistan, Iraq, Iran, Syria, Israel, Yemen, Egypt, Libya, NATO - i.e. the list includes right now, up front and in your face, America, France, Germany, and Britain, the majority players in this round.
And here we are, merrily tooting and farting around about the diversions. The Presidential primaries, pitting the worst sorts of brigands and crackpots against each other. The murder of innocents on our own streets. Fracking. Outlawing plastic garbage bags. America's spokespersons: Rush. Glenn Beck. Medved. Savage. Imus.
Dadevil, if you read this, thanks for the heads up. You've identified one of the actual pieces of data available to us in this sea of lies and gossip, and pointed it out to a community that appears to be too diverted and befuddled to respond. By the way, you might consider getting out of dollars and knowing where the exits are. It's going to be very weird - more correctly, weirder - and may be really bad.

We are under martial Law but people don't want to admit it . We have the NDAA, HR 347, PATRIOT ACT I AND PATRIOT ACT II plus we have executive orders. I don't know what to say to these young Demo-tards and Republi-tards any more, they don't want to listen. It's like someone driving in the wrong lane and you scream at them " hey you driving the wrong way " but I hope someone will wake up and stop living in this freaking dream state that they are.

It can't really matter can it? American exceptionalism means the U.S. can do no wrong, and every other country wishes they were America. Doesn't it? We heard Romney claim that the U.S. had nothing to apologize to the world for, and that he would never do it. Well, if the U.S. has nothing to apologize to the world for, even overthrowing democratically elected governments without any consideration for the effect it would have on that countries population, than why do you expect them to have any problem with doing something like this? A bully is a bully, even to their own family members. Granted, a bully will protect their own family from other bullies, but they have no problem holding their own family members down and farting in their faces do they?

Bet we all end up in camps for "ease of distribution." Gads! Why all this talk about detaining without a trial, shooting without cause, tracking our information and now ... martial law?

In the NDAA, only the president had the authority to abrogate legitimate freedoms - new Executive Order is that this supreme power is designated through the president to the secretaries that run the Government itself:
• The Secretary of Defense has power over all water resources;
• The Secretary of Commerce has power over all material services and facilities, including construction materials;
• The Secretary of Transportation has power over all forms of civilian transportation;
• The Secretary of Agriculture has power over food resources and facilities, livestock plant health resources, and the domestic distribution of farm equipment;
• The Secretary of Health and Human Services has power over all health resources;
• The Secretary of Energy has power over all forms of energy.The Executive Order even stipulates that in the event of conflict between the secretaries in using these powers, the president will determine the resolution through his national security team.
