I doubt Trump really is this stupid, therefore in my view there is definitely a hidden agenda behind his sideshow. To clue us in on what this agenda is we may look at what effect this has.
1. It helps liberals hate conservatives (dividing the people)
2. Birtherism is a non-issue, and all but the most ignorant among our population know it. This distracts the population with just another bullshit meaningless invented fake issue.
3. It causes liberals (who if well informed should hate Obama as much as Bush or Romney because they are all essentially the same, especialy on foreign policy), to rush to Obama's defense. This is probably the biggest one. The most significant effect of the Obama administration has been to silence the dissent of most liberals who are hypnotized by the letter 'D' regardless of the actions of the administration. Liberals should not be supporting Obama.
4. It causes some liberals to fear the concept of conservatives taking power which causes some well-informed liberals who are superemely dissatisfied with Obama to support him anyway out of fear of how much worse the other guy is (even though there isn't really any difference except the characters they play on TV -- superficial only).
5. It causes some conservatives to view Obama the right-wing conservative as if he's some sort of evil leftist socialist pussy, and this causes those conservatives to want to push this country even further to the right.
So my conclusion is that Trump, as a representative of the elite, wishes to divide and confuse the nation, make liberals support a conservative agenda, and make conservatives rage about how we need to move even further to the right. Manipulating the unwashed masses to ignorantly serve the agenda of the elite -- that is what the elite do.

The resurrection of birtherism, will not work in Romney's favor. Trump is as bad as Orly Taitz.
