Select members must be. But how do you declare a group of autonomously acting individuals who each act differently without responsibility to or for other's actions terrorists? One can't declare someone a terrorist because an unrelated person commits a terrorist act. BTW, because someone or something strikes terror in another, doesn't necessarily qualify them as a terrorist. There are many who become terrorized at the thought of their actions being discovered and outed by others, a la Wikileaks...
