Commenting on the plan of saving the American economy, more precisely Congress not accepting the plan, he said that he would implement the changes if he were a dictator, which he has always aspired to be.
However, maybe it was an attempt at humour. A very unsuccessful attempt, but an attempt nonetheless.
On the other hand, the frightening possibility, maybe McCain really wants to be a dictator in everyday life? With that stance, it will be hard to implement that sort of dictatorship in the Oval Office, but only the thought of the fact that this sort of man has been sitting in the American Congress for many years it not comfortable.
His opponent Barack Obama will certainly use the statement, but it is a question of when. If the Republican gives him more “material”, Obama’s win will be secured.

What's disgusting is that NO ONE in the MEDIA is calling him out on this...a Freudian Slip perhaps? Yes. I know so. If he's elected, you can kiss Democracy's ass goodbye, for good...well...Democracy has to some extent been dead for some time, but for the sake of expression...come on now.
