The New Zealand authorities are investigating whether or not Biggles9's irresponsible upload of a child swinging video has led to other child swinging incidents. Acting at the behest of the Australian authorities, they have produced this PSA to prevent copy cat swinging incidents.

I don't think the message is -that- specific. It's more like, "don't be a jackass and drink yourself stupid, because you can do something you'll regret," though this may be a reaction to a specific incident.

actually a music video had it in from a New Zealand band (and not Flight of the Conchords:) and there was suddenly an upswing of kids getting hurt that way so that's why the PSA was created.
And I thought Flight of the Conchords was all made up:)
