Weird Letter to the Editor, ‘Make an Asian Friend, You Won’t be Disappointed.'

While flipping through Purdue University's newspaper, The Exponent, a weird Letter to the Editor caught my eye. Eric Averitt, a Junior in the College of Technology wrote a...uhm...lovely letter.
The Title:
‘Make an Asian friend, you won’t be disappointed’
Then the Words from Mr. Averitt's pen:
"Perhaps it’s just me but it seems that almost every time I see an Asian person here on campus they are looking very sad. I know it must be hard moving to a different country and maybe moving by yourself but you can make it. It would be very cool if the Purdue students started reaching out more to Asians here on campus. I know I have and I have found that they are pretty awesome. So Purdue, make an Asian friend! You won’t be disappointed."
1. Wait...what?
2. I can't tell if he's joking.
3. There needs to be more comma use, or period use...in the 2nd sentence.
4. I can't tell if I'm allowed to find this hilarious.
5. Is he honestly being nice (I do hope so)?
6. But even if he was truly being nice...why would he write this?
7. Shouldn't we reach out to anyone who looks sad?
8. I'm confused.
