That means that not only would boys not be allowed to dress as Dr. Frankenfurter, girls couldn't even dress as Harry Potter! And girls couldn't dress up as cowboys -- they'd have to be wearing a skirt, I guess.
And what about kids dressing up as ghosts? How can you tell if they are a boy ghost or a girl ghost -- by peeking under their sheets.
I don't mean to pick on the LDS, but this is pretty darned silly, and pretty obviously some sort of idiotic anti-gay statement.
Look at those girls above! Don't they look absolutely immoral!

I have no love for the LDS church, or any other church. However, please keep in mind a "ward" is a congregation. This is not the work of the government in Utah, but rather standards that they have declared for their church parties.
I dislike the religious right intensely and demand that the separation of church and state be strengthened to what it used to be. After all, it was the Federal Government that stopped Utah from granting educational credits to LDS students in public schools for course work at seminary. We all have the right to not approve of their values, etc.
That being said, we have got to stop hating on the religious right in their terms -- it only strengthens them and reduces the secular left. I would suggest that a better approach would be to strengthen our secular institutions and government so that we can enforce the separation of church and state.

Yesterday, I tried to make a connection between early education about tolerance and "religious: position to it. ( http://current.com/community/93514532_attack-on-gay-student-by-bully-at-high-sch... ) One poster indubitably jumped solely on the religious aspect rather than the education part.
This ban is clearly anti LGTB as per one of their leaders, "LDS Bishop Dennis Toone — leader of the Crescent 16th Ward, which hosted the party — did not write the flier, but he defended the prohibition against cross-gender costumes, saying "it’s church policy."
Mostly it's a sad cometary about how far we need to go to achieve tolerance.

One of the arguments people use to oppose educating kids about LGBT lifestyles is that "their religion forbids such a life" and they don't want their kids exposed to a SIN in public schools. I hope this helps.

I did not make them nor was I witness to them. I think I will play the Devil's advocate and say that if they decided to ignore your invitation for discourse it's their right to do so. Presumptions are akin to assumptions and we know what happens when one assumes.
As for making it "extremely hard for bullies to operate" given the breadth of my original comment it's self explanatory, however I'll try to bring it to focus for you. In an educated society people would act against the slightest hint of intolerance. Kids in school would protect the weak making it "extremely hard for bullies to operate". I know a Pollyanna kind of attitude but I hope you will agree it's better than a jaded, narrow minded, black and white point of view.
