Because unlike the Statue of Liberty, it's a genuine American construct, built during the Great Depression and therefore symbolic of the country's resilience. It previous films, it's been melted, disgruntled and bitten in half. It's a visual metaphor for American unity; it's there to be smashed whenever a director needs to fast-track an audience into alienation and panic.

I would say Tower Bridge because no one has targeted it. They seem to go for Big Ben.
