"intended for Major Film Festival distribution."
That's like my intention to win the lottery. Which is to say that a short film is fine, but using copyrighted characters own by another person is routinely one of the most difficult legal challenges there can be--unless the film is made not for profit and not for distribution.
You can make a movie about Spider-Man and submit it to any "Major" fest without a distrib raising an eyebrow.
