Several coppers I've met would rather bust a peaceful cannabis user than a drunkard. Cannabis users are easy targets and help boost the arrest figures. Media reports against so-called skunk is just prohibitionist propaganda. Despite a huge increase in the use of strong home-grown cannabis in the UK, there has been no significant increase in mental illness.
