President of ASPCA prefers to kill animals, like Oreo, instead of support no kill bill

Last year, a one year old dog named Oreo was thrown off a sixth floor Brooklyn roof top by her owner. Oreo was rescued, nursed back to health by the ASCPA and her abuser was arrested. However, Oreo was killed by the ASPCA
