When is a riot fence not a riot fence? When it's a "public work"!

If you can't arrest G20 protesters the old-fashioned way, do what the Ontario government did last weekend in Toronto. Make it against the law to be within 15 feet of a riot fence (by designating the fence a "public work") and then arrest and jail all of the demonstrators or people out walking their dogs who happen to get too close, or maybe get pushed into a corner by the riot police.

You're under arrest, eh?
