UK Seeks Lower Green Energy Targets

Britain will lobby for a lower national target for renewable energy than the 20 per cent to which European governments agreed earlier this year. John Hutton, Secretary of State for Business, Enterprise and Regulatory Reform, claims that in order to reach targets, they should be realistic. Is setting the bar lower so that it's more easily accomplish goals a good strategy? What do you think?
