Floating Cities Could Be Just 3 Years Away

Imagine a brand new civilization, already considered "Western" in it's first day of existence. That is just one of the incredibly innovative ideas surrounding floating cities.
As someone who is interested in urban design, I believe this could truly be the future of urban life in many coastal cities.
The engineers are not just making a floating place to live, they're rethinking everything about structured life in the United States.
The plan is to build the city off the coast of San Francisco, where it would look more like an oil platform than anything else (irony!) and the idea is to let the city experiment with different forms of rules and government (such as legalizing marijuana). Each city block will be constructed in a way so they can be removed and rearranged to let the inhabitants experience different urban layouts.
I honestly think this project has the more potential than anything else I've heard of in a very long time. Hopefully one aspect they hold onto will be affordable living for all!

The idea is nice, if it can be made Green. It certainly would be less taxing on the earth. But what about the ocean? Also, I'd be a little worried about if a city could survive if the changes in our climate change the character of the ocean.
