Until 1978, it was illegal to home-brew any alcoholic beverageeven wine and beer. But a growing number of oenophiles and beer connoisseurs wanted to make their own, and they helped pressure Congress to decriminalize home-brews across the country. Today, federal rules say a household with two adults can brew up to 200 gallons of wine and the same amount of beer each year.

The biggest reason why you can't homebrew in my opinion is the sway of the big brewing and distilling companies imagine the money they'd lose if everyone was making their own booze! With all the hoops of regulation in place, their business remains intact. Unfair, but the same for many industries.
