This is Lana Wachowski or Larry Wachowski, one of the famous Wachowski Brothers who created The Matrix series. Well, now the brother got a sister :))) It is unclear though if Larry had undergone gender reassignment surgery or not. Anyway, for the time being he is dressing as a woman and calls himself Lana.
