From the trailer, it looks like a poorly thought out collage of 2 friends getting high, going to an addict for philosophical advice, and lots of random lighting thrown in, all shot it HD so it looks a bit cleaner. Unless those were completely unrelated to the movie, then there's no way it should take $11,000 to fund that crap.
I'm not saying that every director makes a bunch of crap movies before they can get a good one, but don't make others pay for it. Robert Rodriguez shot a full feature film on his own, a practice film. El Mariachi cost $7,000 dollars, and 90% of that was the cost of film and developing. You're not paying for film or developing, so you could easily have shot that for under $800.
