UK police: Investment in CCTV is 'an utter fiasco'

Detective Chief Inspector Mike Neville reportedly said that some police officers didn't want to look through CCTV images because it was hard work and that only 3% of London's street robberies had been solved using CCTV images, with many criminals not seeing the CCTV has a deterrent because they didn't think the cameras were working.
"Billions of pounds has been spent on kit, but no thought has gone into how the police are going to use the images and how they will be used in court. It's been an utter fiasco," DCI Neville told the Security Document World Conference in London.

There are thousands of these cameras situated around the uk. My question is-- Who is sat 24 hours a day watching the monitors?
I imagine there are thousands of police officers doing this "important" work. Why can they not get of their fat backsides and patrol these strees that are devoid of patrolling officers.
A couple of patroling policemen are more of a deterrant than any poorly focussed camera!
Incidentaly how many convictions are gained through these cameras as I understand some of this evidence is illegal - 3 years ago

Don't worry. Now we're used to having cameras watch - literally sometimes - our every move, they'll be upgraded over time into the big brother system the big boys have always wanted.
