September is National Preparedness Month, 2008
A Proclamation by the President of the United States of America
During National Preparedness Month, we underscore the important responsibility Americans have to be ready for emergencies in our homes, businesses, and communities. The Department of Homeland Security's Ready campaign highlights preparedness steps, including having an emergency supply kit, making a family emergency plan, and becoming informed about different types of emergencies. After preparing themselves and their families, Americans can take the next step and get involved in helping to prepare their communities for all types of emergencies. For more information, citizens may visit www.ready.gov and www.citizencorps.gov. During National Preparedness Month, we also honor our Nation's police officers, firefighters, and emergency personnel for their hard work and commitment to protecting others. As first responders, they have demonstrated the true meaning of heroism by taking great risks to safeguard our communities, and all Americans are grateful for their efforts.

Community Court Panelist Training
Certainly as in almost everything in life, there should be priorities and consequences. In crime issues, not every offense can or should be taken to a jury trial. That is not to say that somehow, every crime that involves a victim should be addressed. Be a part of a team to make our community whole after an offense. Take a spot on one of our three Community Courts after attending panelist training.

When: Wednesday, September 17, 2008, 9:00 a.m. – noon
Where: CCDS, 502 7th Street (cross Bryant Street )
Details: Community Court was established as an active collaboration among City departments, neighborhood residents and merchant associations to improving the quality of life in San Francisco through restorative justice programs. The purpose of Community Courts is to discourage criminal violations that impact our City’s neighborhoods. Through the program, a panel of local residents hears each case, makes clear to the

    • Those were the days! There are more events happening than the Police report shows there. You would be very surprised the class of people that disturbs the people here in the City. Some are inclined to hard core crime but others are not the average ones. They drive fast and trend motorcycles and cars. Money must not be the object here as they often acts very cocky speeding and provoking acoustics havoc any time they want.

      firearm underneath the front passenger seat. The suspect was ordered to place his hands on the vehicle roof however at this time the suspect quickly accelerated and drove away. The officers initiated a pursuit but lost visual contact and cancelled the pursuit.

      At approximately 8:45 PM, Officers Perez and Heredia reported a suspect identified by a witness to have been the driver of the Lexus. Officer Smethurst was unable to make definitive identification as the suspect driving the Lexus. The suspect was released but the Lexus was held for Gang Task Force and Crime Scene Investigations for fingerprinting.

      9/09/08 at 10:26 PM, Officers Dittmer and Discenza were dispatched to 1000 block of Sutter Street on a report of a burglary of bicycles from a basement. Two suspects were identified by the victim and relayed this to the dispatcher. It was also noted that the victim confronted the suspects while they were attempting to walk off with the stolen bicycles, a confrontation occurred and after a brief struggle, the suspects left the bicycles and walked off, southbound on Larkin Street. Ultimately, the officers located and detained the suspects with the victims making clear identification of the burglars. The suspects were booked on burglary and theft charges.

      Captain’s Commendation
      On 8/13/08 Officer Kimberly Koltzoff was reviewing the wanted teletypes and noticed a subject known to her as having failed to register as a sex offender. She and Officer Daly located the subject, arrested him for the warrant and for violation of a stay-away order concerning the Embarcadero Center. Officer Koltzoff has consistently demonstrated excellent police work reflecting attention to duty and demanding work throughout her 10-hour duty day.

      9/04/08 at approximately 4:26 AM, Officers Patterson and Chow were dispatched to Pier 45 to remove a male from underneath a delivery truck. It appeared that this suspect (a large male of about 6’ feet tall and approximately 270 pounds) after being roused from sleep by the truck company’s supervisor adamantly refused to leave. The two officers made their way underneath the truck to coax the suspect out and immediately noticed a strong odor of alcohol. The suspect continually refused to leave voluntarily, swearing profusely at the officers. The officers tried to remove the suspect at which time he swung and kicked at the officers. A violent struggle ensued with the suspect violently causing abrasions and multiple bruises to an officer. The suspect was ultimately subdued; he remained uncooperative by giving a false identification. He was booked on battery of an officer, resisting and obstructing peace officers duties.

      9/04/08 at 1:21 PM, Officers Browne and Khan responded to 100 block of Maiden Lane regarding a theft from a person. At the same time officer, Vales had a suspect in custody the scene for possession of a crack pipe and a stolen cell phone. Upon arrival, we met the victim who described the suspect as having entered the business premises ‘rubbed against her, and touched her leg.’ The suspect then promptly left the business area. It was during this time officer Vales was flagged down by a witness who asked for help, pointing to the suspect. Vales then detained the suspect.

      It was found that the suspect was on probation and a further search of the suspect revealed the stolen cell phone and drug paraphernalia. The victim identified the cell phone as being hers and the one stolen earlier. The suspect was booked for possession of a stolen cell phone, possession of narcotic paraphernalia and parole violation.

      9/05/08 at 2:52 AM an officer, Garay in plain clothes and unmarked vehicle working the prostitution abatement program near California Street and Polk Street spotted a female around walking the area. When the officer drove near the suspect she smiled and waved at him subsequently soliciting and proposing sex. The officer identified himself as an police officer showing his star and detained the suspect. A computer check revealed no arrest San Francisco record. The suspect did state that she had been arrested in Sacramento for prostitution as a juvenile. The suspect was cited for loitering for the purpose of prostitution.

      9/05/08 at 2:40 PM officers Ferrando and Naval were dispatched to Sutter Street at Stockton Street on a report of a subject with a gun. The officers interviewed the victim who described the situation: the victim was in his vehicle attempting to turn right from O’Farrell Street onto Grant Street when a male started to yell racial hateful shouts at the victim ultimately pulling out what appeared to be a gun. Fearing for his safety, the victim quickly drove off. The officers searched the area but were unable to find the suspect.

      9/06/08 at 8:39 PM, Officers Naval and Smethurst were on duty in full uniform and in a marked patrol vehicle driving westbound on Broadway passing Kearny Street when they observed a Lexus without a front license plate. The officers conducted a traffic stop on the Lexus and as they approached the vehicle, they observed what appeared to be a

      Crimes of Note

      9/02/08 at 1:30 PM, Officer Eric Caracciolo responded to California at Montgomery regarding a citizen’s arrest involving a possible burglary. The officer met the reporting party (citizen) near the location (fitness center) who was holding the suspect, a white male. The citizen, manager of the gym, apparently observed the suspect enter the locker room and saw him break open a locker and take a wallet. The citizen confronted the suspect and took the wallet, noticing a gym member’s name on the wallet. The suspect fled the premises with the citizen giving chase and successfully catching the suspect, holding him for the officer. The citizen requested that the suspect be placed under arrest for burglary under the ‘citizen arrest’ protocol.

      The citizen also indicated that he had noticed another white male acting as a ‘look out’ as part of this burglary. This second suspect was identified and questioned by officer Caracciolo and subsequently found to be on probation in Los Angeles County. Both suspects were taken into custody.

      9/03/08 at 10:00 AM, Officer Carl Payne responded to a department store at Post Street near Kearny Street regarding a report of several thefts of computers. Subsequent check of the store’s security film revealed that the building’s employee was seen leaving the building carrying what appeared to be stolen items. This suspect was booked for burglary and unlawful entry.

      9/03/08 at 11:10 PM, plain-clothes Officer Rene Nielsen was patrolling on foot the area on Bush Street between Hyde Street and Larkin Street known for a high incidence of street level prostitution. He noticed a female waving at various vehicles attempting to gain their attention. Consequently this person propositioned the officer for sex at which time he identified himself as a police officer; a warrant check on this person proved negative therefore, was cited for loitering and soliciting for the purpose of prostitution.

      9/04/08 plain clothes Officer Nielsen was on foot patrolling Pine Street between Hyde Street and Larkin Street, an area known for high incidence of prostitution. At between 1:15-1:29 AM an individual waved to numerous vehicles and engaged in behavior corresponding to prostitution soliciting. The suspect was detained and a warrant check made which showed an outstanding warrant. The suspect was booked for loitering for the purpose of prostitution and the warrant.
