You cannot look at those people and say, “ sorry, I’m here to train Iraqi police and I really don’t have time to deal with you right now so you’ll have to sit down and wait. Give me about 18 months until we stand up everything and we’ll come around and if you’re still around we’ll help you. It doesn’t work like that."
