Captain’s Comments
This weekend was a challenge to be sure. There were lots of people in the district to celebrate Fleet Week and the Columbus Day Parade and festivities. Despite uncooperative weather, I would estimate at least as many people as in previous years, and maybe even more at the parade. For the first time in my history, the Blue Angels were forced to cancel the air show due to poor weather and poor visibility after a few short test runs on both Saturday and Sunday. All in all, most who attended had a good time. There were very few incidents and arrests related to festivities.
On Monday, it was brought to my attention that the Mayor of Sacramento posted a note on his blog that he had been “robbed” of personal items near Union Square. Looking at the incident, as described, a few things should be known. First, to my knowledge, no police report has been made. If you are the victim of any crime, you should immediately report it to police. Oftentimes, police encounter individuals on the street with what appears to be stolen property or suspicious circumstances where one individual is in possession of property of questionable origin. Our own guidelines prohibit officers from making an arrest without a victim. Officers sometimes detain an individual and release them if no one can claim property as theirs and not that of the person who was caught with it. At the very least, make a report as soon as possible, at a police station, by phone or even by the Internet. It helps us track where and when crime is occurring and what property has been taken.
Secondly, as we have discussed in this newsletter, a robbery is the taking of something from one person from another by force or fear. As described, this was a case of a theft of opportunity, of an unattended bag or bags of personal property. There are individuals out there, especially in crowded areas where they can blend in or “hide in plain sight” who will take advantage of property that is not guarded or otherwise under a watchful eye. Be aware of your surroundings, especially with the shopping season upon us. Be aware of crowded spaces like public transit, in stores, restaurants and elevators. If taking public transportation or a taxi, try to remember the vehicle number in case of lost property.

October is National Crime Prevention Month
This is a perfect time to take the extra steps in practicing safety awareness by learning more about crime prevention and the steps you can take to make yourself, your family and your property safer. If you don't already have a Neighborhood Watch group on your block, now is the time to start one! Call SAFE at 553-1984 to get organized!
Halloween Safety Tips:
Costumes should fit correctly so kids won't trip on them. Wear light-colored costumes to be seen at night. Kids should not try to Trick or Treat by themselves. They should go with an adult and a group of friends.
Map out where you and your friends will be going. Visit only the well-lighted houses.
Try to Trick-or-Treat while it is still light out; always bring a flashlight, it may get dark. Wear a reflective costume or stickers. Pick well-lighted streets. Walk on the sidewalks. Do not take shortcuts or alleys! Only accept candy at a person's front door. Do not go inside of a house or into someone's car.
Have a back-up plan in case you get separated from your group. Carry a cell phone, walkie-talkie or money for a pay phone, and the number of a trusted adult.
Don't eat any candy until you get home. Have an adult check to make sure there are no tricks in your treats! If there is any suspicious candy, contact your local police station.

Officers Ryan McArthur and Glenn Brakel responded to a call of a Burglar attempting entry into a man’s apartment from a fire escape. The suspect was arrested and found to be in possession of marijuana, a scale, burglar tools and suspected methamphetamines and a needle.10/09/09 11:40 PM Kearny/Clay Firearm Arrest
Officers Amanda Cordoba and Esther Gonzalez pulled over a vehicle after observing traffic violations. A good follow up investigation led to the discovery of a loaded and concealed gun in the driver’s possession.10/10/09 8:15 PM Broadway Tunnel False Police Report
A 19 year old SF man called police to say that he was carjacked and his car stolen in the process. Officers discovered the vehicle nearby, crashed into the wall of the Broadway Tunnel. Officers determined discrepancies in the ‘victim’s’ story that made them suspicious. The man finally admitted that he, in fact, crashed the car and the story was a hoax.10/11/09 10:49 PM Mason/Sutter Robbery Arrest
Two women told Officer Joseph Tomlinson that they were exiting a cab when a 40 year old male ran up and grabbed one’s purse, cell phone and camera, and continued running. Several bystanders and the cab driver assisted in chasing the suspect, capturing him and holding him for police. All property was located and returned to the owner. In addition, three DUI arrests were made in the area. 10/10/09 at 12:40 AM an individual from Richmond Ca was arrested for assaulting club security at a venue on Broadway.

Plainclothes Officers aboard an LRV line watched a veteran pickpocket make a move on the decoy officer and saw him attempt to flee with the wallet. The 40 year old male suspect was booked for felony grand theft.10/6/09 11PM Broadway/Romolo Alley Marijuana for Sale Arrest
Plainclothes Officers Bushnell and Matt Seavey saw a 23 year old from Napa on the corner offering something to passers by. One man continued and walked over to the officers and said, “that guys selling weed, has been all night.” A good follow up investigation yielded a confederate, vehicle and several pounds of marijuana in the vehicle and garbage bags. The suspect was arrested for felony sales and possession of marijuana.10/7/09 2 PM Washington Square Park Dog Attack
Witnesses called police regarding a vicious attack by a German Shepard on a smaller Cocker Spaniel. Witnesses helped separate the dogs and said the German Shepard has done similar attacks, (reported 9/24/09). The dog, said to called “Dandelion” was wearing a red bandana and the owner described as a white male with long hair and shorts. If seen, please call 911 and tell dispatch that we are attempting to locate the dog and owner.10/08/09 3AM Larkin/Fern Juvenile selling Marijuana
Two individuals acting suspiciously were detained by Officers Josh Tiumalu and Chris Ritter. One of the suspects, a 26 year old white male from Daly City attempted to walk off and ditch a handgun from his waistband area. The officers corralled both suspects and after some investigation determined that the two, including a 17 year old were in the area selling marijuana. A cache of several small baggies of suspected marijuana, a scale, currency and packaging was found in their vehicle, parked nearby. The adult was arrested for the bb gun and contributing to the delinquency of a minor. - 2 years ago

MUNI related crime. Pickpockets have been active along the 30 Stockton line. This month we ran several plainclothes operations in an attempt to nab the prolific suspects. We have been successful in deterring crime and have caught one pickpocket suspects and two graffiti vandals. Oftentimes, people recognize plainclothes officers and that’s a good thing too. Uniformed officers have also been concentrating on heavily travelled lines. Crowded busses during high commute hours from 7AM-10AM and in the afternoon from 3PM-7PM have been targeted by officers in response to incidents. Aside from pickpockets, cell phones and laptops have been the targets of thievery as well.
While riding public transportation, remember some of our crime prevention tips: Be aware of your surroundings. Don’t be afraid to turn around and look at people who may be ‘bumping into you’ or pressing against you. Keep wallets in front pants pockets. Keep purses, backpacks and packages on your lap or held in front of you. Take off earphones while travelling in close quarters in crowds. A rubber band or two around your wallet keeps pickpockets from easily slipping it from your pocket.
Winterize for safety! Winter is coming, along with the shorter days and earlier onset of darkness. Now is a good time to check battery supplies at home, bicycle and vehicle headlights and windshield wiper blades, tires and brakes. If you jog in the early darkness or at dusk, use a lighted arm or leg reflector light, wear a reflective vest and avoid head phones or ear buds. Overall, be aware of your surroundings, run or bike with a buddy and be active in well lighted areas.San Francisco SAFE is gearing up to host its first ever 5K Fun Run/Walk for SAFEty event designed to promote awareness of personal and family safety, while raising funds for all of its important community services. The event will be held on Sunday, October 25, 2009 at Peacock Meadow in Golden Gate Park. Registration begins at 10:00am and the race is set to start at 11:00am. For all the hard work and participation of our runners/walkers, volunteers and SAFE supporters there will be a post race BBQ from 11:30am - 2:30pm. Help SAFE support its mission – building safer, stronger communities through crime prevention education and public safety services. Join SAFE and members of your community in this effort. Register to participate in the 5K Fun Run/Walk for SAFEty as an individual or form a team! Event volunteers are also needed. Take this opportunity to get to know your neighbors and get involved in your community. Registration fee is $10 per person, children 10 years and under are free!
