I think the photographer caught him in mid- evil mind-control finger-wiggling voodoo action!
Emeritus professor of psychology Philip G. Zimbardo had quite a zinger: It is unacceptable to have someone who represents the values that Rumsfeld has portrayed, in an academic setting. He's off the Rumsfeld Christmas card list, for sure! -
I believe it's some form of mind control. That's how he got in that position. Something to the effect of "These are not the droids you're looking for," but more evil.

it's not like this is anything new......the Hoover Institution has been a conservative enclave on the campus for decades... Must be the attraction of the enormous phallus that is Hoover Tower. -
