As the demand for outsourcing continues to grow, the Indian companies that meet those needs are having to look elsewhere to keep up - in essence, they've begun outsourcing their outsourcing work. And in looking elsewhere, they've turned to other countries, including the U.S., developing what they call "back offices" in states which are less developed. That, to me, is simply amazing. U.S. companies need to take a lesson from the Indian ones - there should be no need for a middle man in India to connect a business needing a call center with workers in the U.S. who are willing to work in a call center!
To be completely honest though, this doesn't seem like a bad thing to me. Initial concerns over outsourcing often included the migration of jobs away from the U.S., so if they're migrating right back, then great! This might also help to mitigate complaints about language barriers and misunderstandings on customer service calls.
